CPV Description:

"Non-hazardous refuse and waste treatment and disposal services." and municipal solid waste (MSW) landfill from the urbanized territories of Gotse Delchev municipality, including Gotseis Delchev, Delchevo, Musomishta, Dobrotino and Popovi Livadi. "The selected contractor should have at its disposal all the resources, as well as perform all the waste collection and disposal operations described in the technical specification.

Main Site: The urbanized territories of Gotse Delchev municipality, including Gotse Delchev, Delchevo village, Musomishta village, Dobrotino village and Popovi livadi village.The logical operations required for the collection of mixed municipal waste from containers and garbage trucks are: removal of the vessels to the garbage truck; hooking up, pouring and uncoupling the dishes from the vehicle; return of vessels to the old place; cleaning the area around the vessels during loading and unloading; cleaning the sites around the containers from the crucifix

When performing the activity of collecting and transporting mixed municipal waste, the following should not be allowed: unloading of waste outside the landfill; waste spraying around waste bins; waste dispersal during transportation. The Contractor shall deliver and place on his own account, after signing the procurement contract, the necessaryquantity of garbage containers requested by the contracting authority (beaver type containers with volume of 1.1 cubic meters - 815 pcs., buckets (110 l) - 4 670 pcs. and street bins (40 l) - 150 pcs.

The total amount of waste expected to be generated in one year is about 7 100 tonnes, and for the whole three-year contract period is 21300 points

The contracting authority does not set requirements regarding the fitness (competency) for the professional activity of the participants

The contractor does not set requirements for the financial and economic status of the participants in the procurement procedure

the procedure a participant for whom the circumstances under Art. 54, para.1 of the Public Procurement Act and Art. 55, para. 1, without item 2 of the Public Procurement Act. The participant shall also be removed in cases where he / she is an association and there is one of the reasons for removal for the member of the association. The circumstances that make up the exclusion grounds should not be present with the subcontractors and with any third party whose capacity the tenderer refers to. In case there is an axis for any of these personsThe contracting authority shall require the tenderer to replace the third party or subcontractor it has designated. Except for the reasons stated above, the contracting authority shall remove from participation:

a). a tenderer who does not meet the selection criteria or does not fulfill the other condition specified in the contract notice or in the documentation;

b). the bidder whoo does not meet: the pre-announced conditions for fulfilling the order; has not been complied with in respect of taxes and social security obligations, environmental protection, employment protection and working conditions in force in the country or country where the service is to be provided and which are applicable to the service ;

c). a participant who has not submitted the justification forArt. 72, para. 1 of the PPA or whose offer was not accepted in accordance with Art. 72, para. 3-5 of the PPA; a tenderer who does not qualify for submission, including form, manner and time limit; Tenderer who does not extend or confirm the validity of his offer.

The tenderer designated as a contractor provides a performance guarantee of 1% of the contract value. GuaranteesThe flocks are provided in one of the following forms: cash; Bank guarantee; insurance that guarantees performance by covering the contractor`s liability; the contractor designated as the contractor shall choose the form of the performance guarantee itself
