Collection, transportation, sorting and storage of household waste from the population and of street waste in the ATU Scheia, Suceava County for a period of 4 years.

1) Bidders, third parties and subcontractors must not be present in the situations provided by art. 164, 165, 167 of Law no. 98 / 2016.

Mode of accomplishment:

The manner by which the fulfillment of the requirement can be demonstrated: the DUAE will be completed by the participating economic operators(including any third parties and subcontractors) with the information related to their situation,

The supporting documents proving the fulfillment of the assumed by completing the DUAE are to be presented, at the request of the contracting authority, only by the tenderer placed on the first place in the intermediate rankings drawn up to complete the evaluation of the tenders.

Means of performance:

The way in which it can be demonstratedFulfillment of the requirement: the economic operators participating in the award procedure will be filled in by the economic operators participating in the award procedure with the information related to their situation.

The supporting documents proving the fulfillment of the assumed by completing the DUAE, respectively the certifying certificate issued by the ONRC, or in the case of the foreign bidders, in the country of residence, are to be presented, at the request of the contracting authority, only by the tenderer placed on the first place in the intermediate rankings drawn up at the end of the evaluation of the tenders.

The tenderer shall prove the performance of the services according to the legal provisions mentioned in the instructions to the tenderers. The bidder will perform each activity within the services in an authorized manner and will prove the possession of the authorizationsneeded for each activity:

The interaction with the bidders, respectively the tender evaluation process will take place after the following rules:

To view the attribution documentation uploaded in SEAP, economic operators must have a program required to view the files-(Electronic Signature Providers' Sites).

Communication and Data Transmission Rules: Requests for clarification regarding this Awarding Documentation will be exclusively addressed to SEAP in the "Questions" section of the award procedure conducted by electronic means, and the responses to them will be published in SEAP in section "D"In order to submit requests for clarification regarding the awarding documentation, the economic operators will register in the SEAP (www.e-licitatie.ro) as an economic operator in accordance with the provisions of Article 5 paragraph ( 1) of GD No. 395/2016 and will transmit the requests taking into consideration the deadlines for replying the contracting authorityprovided in art. 160 161 of Law no. 98/2016. For the subsequent posting of bids: the evaluation committee will send the clarification requests in relation to the offer using the technical facilities available in SEAP (Section "Questions").

The evaluation committee will analyze the DUAE in correlation with the requirements established by the instructions to the bidders. Evaluation Commission vto analyze and check each bid in terms of the proposed technical elements, and subsequently in terms of the financial aspects it involves.

Economic operators will submit the answers to the clarifications and any requested documents during the evaluation of the bids through the SEAP "Questions") in electronic format, signed with electronic signature, according to Law 455/2001.

The way of ranking the first ranked bidding with equal scores:

The classification will be made taking into account the score obtained in the evaluation factors in descending order of their weight. If the equality is maintained, the contracting authority has the right to request new financing proposals and the winning tender will be nominatedthe one with the lowest financial proposal
