Utilization of unsorted (mixed) municipal waste from the area of the Ustrzyki Dolne Commune

The subject of the contract is the provision of services consisting in the utilization of unsorted (mixed) municipal waste from real estate inhabited by residents of the area of the Ustrzyki Dolne commune, in the amount of about 1 800 Mg, supplied by the waste collector.

The object of the contract is to provide services involving the management of unsorted (mixed) municipal waste from real estate on which residents of the Ustrzyki Dolne commune live, supplied by the waste collector .

Weight of unsorted (mixed)Municipal waste with code 20 03 01 intended for management is about 1, 800 Mg.

Origin and method of collecting waste

Place of production and method of collection in accordance with the applicable Regulations for maintaining cleanliness and order in the municipality of Ustrzyki Dolne:

- unsorted (mixed) municipal waste will come from the receipt from property owners residing in the Gmi areany Ustrzyki Dolne.transportation of waste will take place by the Employer or designated entities directly to the processing site, i.e. the installation indicated by the contractor

In the offer or transhipment station, container transport, dust-free cars with a maximum GVW up to 26 tons,

2) the waste must be accepted be weighed on a verified scale each time. Weighing must be confirmedweight receipt with the signatures of the supplier and the waste receiving party. The Contractor, before proceeding with the contract, will provide the Employer with a copy certified as true to the original of the validation certificate of the device.s) municipal waste from the area of the Ustrzyki Dolne Commune will take place through a municipal installation for the treatment of unsorted (mixed) municipal waste or residues from the processing of this waste, specified on the list referred to in art. 38b paragraph 1 point 1 of the Act of December 14, 2012 on waste, meeting the requirements of the best available technique referred to in art. 207the Act of 27 April 2001 - Environmental Protection or Technology Law, referred to in art. 143 of this Act, ensuring:

1) mechanical-biological processing of unsorted (mixed) municipal waste and separation from unsorted (mixed) municipal waste of fractions suitable in whole or in part for recovery, or ",

2) storage of waste generated in the processmechanical-biological processing of unsorted (mixed) municipal waste and residues from sorting of municipal waste. municipal wastebiodegradable waste transferred to the storage specified in the current Regulation of the Minister of the Environment of 15 December 2017 on the levels for the reduction of storage of biodegradable municipal waste, with the Contractor being obliged to meet the requirements arising from changes to these provisions during the performance of the contract,

2 ) achieving the process indicatornew segregation from unsorted (mixed) municipal waste of secondary raw materials subject to recovery and recycling, i.e. glass, plastics and metals, paper, at the level declared by the contractor in the offer. The minimum required level of segregation and transfer of recovered raw materials for recovery and recycling specified by the contracting authority is 3%.

Utilizationsegregated (mixed) municipal waste from the commune of Ustrzyki Dolne will take place through a municipal installation for the processing of unsorted (mixed) municipal waste or residues from the processing of this waste, specified on the list referred to in art. 38b paragraph 1 point 1 of the Act of 14 December 2012 on waste.

. To confirm compliance with the condition concerningcompetences or authorizations to conduct specific professional activities, as specified in point 5.3.1. The SIWZ, the contracting authority requires from the contractor:

- valid authorization integrated permit, which includes the collection and processing of waste in the scope of waste codes covering the submitted offer in accordance with the description of the subject of the order, issued by way of a decision by the authority competent for the place ofcollecting and processing waste, pursuant to the Act of 14 December 2012 on waste (Journal of Laws of 2019, item 701, as amended).

List of services rendered, and in the case of periodic or continuous services also performed, during the last 3 years before the offer submission deadline, and if the period of business activity is shorter in this period, together with the subject, the datesdying and entities for which the services have been performed, and attaching evidence specifying whether these services have been performed or are being performed properly, with the evidence referred to are references or other documents issued by the entity for which the services were performed, and in the case of periodic or continuous benefits, they are performed, and if for a justified reason, ofthe contractor is not able to obtain these documents the contractor`s statement. In the case of periodic or continuous benefits, references or other documents confirming their proper performance should be issued not earlier than 3 months before the deadline for submission of tenders. The list should be prepared in accordance with the template set out in Annex 5 to SIWZ.

To confirm compliance with the condition relating to the economic or financial situation specified in point 5.3.2. SIWZ, the contracting authority requires the contractor to:

- a document confirming that the contractor is insured against civil liability in the scope of conducted activity related to the subject of the contract for a sum insured by the contracting authority.

In the procurement procedureand communication between the contracting authority and contractors, in particular submission of declarations, applications (other than those indicated in points 9.8-9.13), notifications and transmission of information takes place electronically via a dedicated form available on ePUAP and made available by the miniPortal (Form for communication). In all correspondence related to these proceedings, ordersthe advertisers and contractors use the TED advertisement number or the ID of the procedure.
