Surveillance services.

Two-year contract for airport control services at Fiumicino airport - CIG: 7507035940.

The contract involves the execution of airport control services requested by the contracting authority and, through it by the competent authorities, whose purpose is to ensure the safe management of the aerop infrastructureortual and passenger flows. The contract provides for a main service: passenger facilitation services and other fiduciary services; and a secondary service: supervisory services to be carried out by means of special security guards (GPG).

Main Site: Fiumicino Airport - Leonardo da Vinci.

The contract provides for:

a) (main performance)passengers and other fiduciary services related to passenger support for reading boarding passes and passport control, road traffic facilitation, access control to regulated areas and other ancillary services (eg access to lost and found, etc.);

b) (secondary performance) supervisory services to be carried out by special security guards (GPG) relating to activities in areas considered critical for airport security (eg areas in front of the exit of passengers, etc.).

The biennial amount of the contract, net of options, is equal to 3 000 000, EUR 00, as follows: EUR 2 420 335, 00, subject to auction discount, for the main service (passenger facilitation services and other fiduciary services) fromontabilize; € 69.00 for security charges to be compensated by body, not subject to auction discount.

Each company, single, grouped or consortium of an ordinary consortium of competitors, or a company participating in an EEIG or party to a network contract produce, under penalty of exclusion, simultaneously with the submission of the application for participation:

a) certification of the registrationsone in the business register or in the register of craft enterprises; for competitors not based in Italy, the provisions of art. 83, paragraph 3 of Legislative Decree No. 50/2016 and subsequent amendments;

b) declaration made pursuant to the D.P.R. 445/2000, digitally signed by the legal representative / attorney with powers of the company, certifying:

1) that the causes of exclusion do not existne ex art. 80 D.Lgs. 50/2016 for the company, neither for itself, nor for each of the subjects referred to in paragraph 3 of the same art. 80;

2) in the case of consortia pursuant to art. 45 letters b) and c) of Legislative Decree 50/2016, the indication of the consortium members, named by name, for which the consortium competes;

c) in the case referred to in point b2) and, in any case, in any case of a consortium member appointed tothe execution of the contract, the legal representative / attorney with powers of the designated consortium must in turn produce the declaration, made pursuant to the D.P.R. 445/2000, that there are no grounds for exclusion pursuant to art. 80 D.Lgs. 50/2016 for the company, neither for itself, nor for each of the subjects referred to in paragraph 3 of the same art. 80;

d) in relation to the secondary performance onlyair (surveillance services), declaration certifying possession of the prefectural license as per art. 134 of the R.D. n. 773/1931 (c.d.) at least for the functional class A, for the dimensional level 1 and for the territorial 1 which includes the Municipality of Fiumicino. It should be noted that this requirement is satisfied even if the competitor already holds a prefectural license fora specific provincial territory and has submitted an application for the extension of the territorial authorization object of the tender, provided the competitor proves to have requested such extension within the deadline for the submission of the application for participation as per the following point IV.2.2 . The extension of the prefectural license must however be completed before-stipulation of the contract; e) in relation to the secondary service only (supervisory services), declaration certifying the possession of the certification for the supervisory institutions and related services in compliance with the European standards of the UNI 10891 series issued by an independent certification body referred to in the DM 115 / 2014.

It is specified that in the case of temporary grouping or cordinary onshoring already established or to be established, or aggregation of network companies, or EEIG, the requirements referred to in points d) and e) above must be held by each of the companies meeting / meeting or signing the network contract that it intends carry out the services referred to in the secondary service (supervisory services) and not by undertakings which intend to carry out services only-referred to in the main service (passenger facilitation services and other fiduciary services);

f) document suitable to certify the signatory powers of the legal representative / special attorney (for example: CCIAA certificate, special power of attorney, minutes of assembly) of each enterprise, individual or meeting / meeting;

g) in case of RTI or ordinary consortium of competitors not yet constitutedi at the time of submission of the application for participation, the conditions for participation are described in the document on the named tender portal.

In consideration of the specificity and complexity of the tender, to be carried out at a particularly relevant and complex infrastructure characterized by a 'high turnout of users, the economic and financial capacity depotential competitors will be identified through the attestation of an adequate level of (i) annual global turnover achieved in the last financial year closed (ii) annual specific turnover related to fiduciary services (ae facilitation services, concierge, reception and similar services) in the last year closed; (iii) annual specific turnover related to vigi serviceslance achieved in the last financial year.

Therefore, each company, single, grouped or consortium of an ordinary consortium of competitors, or an enterprise participating in an EEIG must produce, under penalty of exclusion, together with the application for participation, a declaration, made pursuant to Presidential Decree 445/200, digitally signed by the legal representative / attorney-with powers of the company, certifying:

(a) total annual turnover for the last financial year of not less than EUR 3 000 000, 00;

b) specific annual turnover for fiduciary services (a and facilitation services, concierge, reception and services related to the last financial year closed not less than EUR 2 000 000.00;

c) specific annual turnover for supervisory services referred toThe last financial year closed no less than EUR 500 000.00. Notwithstanding the fact that each competitor must meet the aforementioned requirements in its entirety, it should be noted that in the case of A.T.I./ ordinary consortium of competitors:

i. with reference to the global turnover requirement, the mandatary, or one of the companies participating in the EEIG or party to a network contract, must possess the requisitefor at least 40% and each principal for at least 10%. This requirement must be satisfied regardless of the type of grouping, horizontal or vertical;

ii. with reference to the specific turnover requirements: (1) in the case of ATI / Ordinary Consortium of horizontal competitors, these requirements must be held for at least 40% by the mandator and byno 10% from each principal; (2) in the case of ATI / Ordinary Consortium of vertical competitors, the specific turnover requirement under b) must be wholly owned by the mandate company; the specific turnover sub c) must be owned cumulatively by the principals executing the related services, in a measure corresponding to the part of the service they intend to perform.or, the agent must meet the requirements and execute the benefits to a majority extent and each company brings together / consorzianda must possess the prescribed requirements corresponding to the part of the service that it intends to perform.

Each company, single or grouped, for the purpose of certification of the requirements referred to in this point III.1.2), may avail itself of, if necessaryability of another person, regardless of the legal nature of the link with it; in this case, it will be necessary to produce, under penalty of exclusion, together with the presentation of the application for participation, the declarations and documents, its and the auxiliary company, indicated in art. 89 of Legislative Decree No. 50/2016, specifying in a clear and exhaustive manner the concrete scope of the resources put to-provision due to the transfer.

2) per participantto the tender it is necessary that the companies are in possession of the following minimum computer equipment: a PC connected to the Internet with the following browser versions: Internet Explorer MozillaFirefox, GoogleChrome, AppleSafari. Application for participationne, the offer and the statements that are or will be requested must be signed with a digital signature. If the illegal representative / prosecutor of a possible auxiliary company or any third party that should issue declarations does not have a digital signature, its declarations, signed in the traditional way, must be attached in a scanned copya by the competitor who must accompany these copies with a digitally signed declaration stating that these documents conform to the originals in his possession. In the event of an award, the originals of these documents must be produced to the contracting authority during the phase of post-competition law checks, in order to prove the authenticity of what has been declared. In case of impbrought together, and sufficient that only one company, the designated agent in the case of ATI / Ordinary Consortium of competitors, constituting / constituted, or only one of the companies forming the GEIEo member of a network contract, registers to the purchasing portal and produces the documentation required for itself and for the other companies gathered, it is specified that the statements of eacha company must be digitally signed by their respective legal representatives, who must all sign, in the case of the establishment of ATI / Consorzio ordinary of competitors, also the relative declaration of commitment to confer a representation mandate to one of them; art.50 of Legislative Decree 50/2016 concerning social clauses, are applied in this contract land provisions foreseen by collective bargaining regarding the absorption of personnel. 4) pursuant to art. 95 paragraph 12 of Legislative Decree 50/2016 ADR reserves the right not to proceed with the award if no offer is convenient or suitable in relation to the object of the-contract;

5) ADR reserves the right to interrupt the procedure or to proceed in the case of only one application or in the case of a single valid offer. The provisions of paragraph 4 above are retained.
