Supply of unipolar electric cables for 3 kVcc traction lines

Supply of unipolar electric cables for 3 kVcc traction lines with classification according to EU regulation 305/2011 - tender code DAC.0388.2018. 'art. 95, co. 4, lett. b), of Legislative Decree No. 50/2016, it should be noted that the present competition concerns materials with standardized characteristics (construction, electrical and environmental) produced on the basis of the specific technical supply RFI DTC ST AND SP IFS TE 147 A of 30.10. 2018, based on the tender, which does not allow discretion with respect to the technical provisions laid down therein. Therefore, these are standard productsizzati.

The procedure of awarding and issued pursuant to Legislative Decree No. 50/2016 (Code of public contracts) and of the decree D.P. 207/2010 limited to the rules still in force pursuant to art. 216 of Legislative Decree 50/2016 for the part applicable to the so-called special sectors.

All the services that are the object of the contract are attributable to the main services; therefore participation is not possibleone of multi-subject competitors as per art. 45, paragraph 2, letter d), e), f) and g) of Legislative Decree no. 50/2016 s.m. of a vertical or mixed nature.

Enrollment in a commercial register (CCIAA)

The economic operators, if Italian or other nationals residing in Italy, must be registered in the Chamber of Commerce, Industry, Crafts and Agriculture register or in the register of theprovincial commissions for craftsmanship, or at the competent professional orders for activities similar to the subject of this call for tenders. To the subject of another Member State not resident in Italy, and proof of registration, according to the procedures in force in the State of residence, in one of the professional or commercial registers referred to in Annex XVI to Legislative Decree 50/2016, by sworn declaration or according to the procedures in force in the Member State in which it is established or by attestation, under its own responsibility, that the certificate produced has been issued by one of the professional or commercial registers established in the country in which it resides. and financial

Selection criteria indicated in the tender documents

a) PSF financial index (to be declared in the DGUE)

The minimum acceptable value of the final summary score is equal to 18. To this end, the competitor, on the last approved financial statements and filed with the Chamber of Commerce, will perform the economic and financial self-assessment according to the procedure indicated above using, for comparison, the average reference indices (code number 7068): Roa (3.55%); rotation of thetotal assets (93.35%); current liquidity (141.16%); coverage of fixed assets (102.95%); financial autonomy (29.66%); liability for liabilities (50.43%); bank debt (17.71%); cost elasticity (12.90%). It is specified that on the DGUE it is necessary to cross in the second column regarding the possession of the field or, and in space the closing date of the budgetto verify the aforementioned value. In the case of the participation of multi-subjective competitors as per art. 45, co 1, lett. d), e), f) and g), of Legislative Decree no. 50/2016 and s.m. this requirement must be possessed by each of the subjects constituting the same multi-subjective competitor. In the case of economic operators as per art. 45, paragraph 2, letters b) and c), of Legislative Decree no. 50/2016 s.m. please refer toto the disposition of the art. 47 of the same decree.

Clarifications

Any requests for clarification must be submitted by 11.2.2019 by means of the messaging area of the purchasing portal.

Technical fulfillment preventive to supply

The supply of the material covered by this tender procedure and subject to preventive achievement of technical suitability, issued by coRFPE SpA's structure, according to the detailed procedure in article 23 bis of the contract outline attached to the tender regulations. The following is also noted:

- in the event that they submit an application for multi-subjective competitors, if not all subjects who belong to it are in possession of the appropriate technical product planned and released by the structure tcompetent of RFI (provided that it is in possession of all the other requisites required by this announcement) will be admitted to participate in the tender and, in case of award, the supply can take place only to obtain the said suitability of all components of the competitor multi-subjective,

- if the competing subject makes full use of the technical capacity requirementnica of an auxiliary company in possession of the appropriate technical product planned and issued by the competent technical structure of RFI, it will not be necessary to repeat the procedure as per art. 23 bis of the draft contract.
