"Delivery including installation and commissioning of the forest fire monitoring system in the Damnica Forest District, and equipment of the system with an automatic smoke detector.

The subject of the order is the delivery together with the assembly and start-up of the monitoring systemfire protection in the Damnica Forest District and equipment of the system with an automatic smoke detection program supporting the operator's work, based on one rotating video device with radio signal transmission / image, between the fire detection station in the Damnica forestry (Forestry Stara Dąbrowa) with 1 industrial camera to the tower at Forest District, from here to PAD Nadleśnictwa.

Main Site: The place of the order will be the administrative area of Damnica Forest District

The subject of the order is delivery, installation and commissioning of the fire monitoring system for early detection of forest fires, equipped with an automatic smoke detection program based on one industrial camera mounted on the tower / visible againstin the Damnica Forest District, whose task is to support the work of the operator of the Emergency Alert Point (PAD), located at the premises of Damnica Forest District. The system is based on a rotating video device with signal / image transmission via radio, between one satellite tower and a base tower (PAD) using one specialist industrial camera.

Video signal and communesicon should be sent by radio from the tower located in the location:

A. PAD in the office of the Forest District

The building at the Forest District office in Damnica - a steel lattice mast - as a "collection point", height 42.5 m, coordinates WGS84: latitude 54, 4967279; length 1770534;

B. Tower / See the Forestry Stara Dąbrowa

- steel tower with a booth for the observer about the constructionand lattice, 36 m high, WGS84 co-ordinates: width 54, 4601666666667; length 17.2799444444444.

• The forestry department allows the fitting of equipment to obtain the correct image transmission on the tower at the Damnica forest district. 54.4967279 N 17, 47034 E

• The image from the camera mounted on the tower in Stara Dąbrowa Forestry will be sent by radio to the tower at the Forest Inspectorate, from dalej fiber-optic to the Emergency and Alert Point (PAD) of the Forest Division

• PAD is located in the Damnica forestry office building (54.4967279 N, 17, 705, 634 E

). In PAD, the transmitted image will be displayed in real time on the screen and analyzed by software for automatic smoke detection.

• Observation tower does not have 230V power supply, please use energy sourcegii guaranteeing uninterrupted operation of photovoltaic panels. It is allowed to use currently installed photovoltaic power.

The Ordering Party does not set specific requirements for the description of compliance with this condition of participation in the proceedings.

The Contracting Authority will recognize the above condition as fulfilled if the Contractor shows that has financial means or creditworthiness for an amount not lower than PLN 50, 000.00. Confirmation that the contractor has met this condition of participationin the proceedings, the bank or cooperative savings and credit bank confirms the amount of funds held or the creditworthiness of the contractor, in the period not earlier than one month before the deadline for submission of tenders. This condition is subject to aggregation, which means that if the offer is submitted by the Contractors applying jointly for the order(eg consortia, civil companies), the above contractor's condition can be met in total.

The ordering party requires a bid bond in the amount of PLN 2, 000.00 (say: two thousand PLN 00/100). The bid security should be submitted before the deadline for submission of offers. The ordering party requires a performance bond to be provided by the contractor whose offer has been considered the most advantageous, up to daysand signing the Agreement. In addition, the Employer requires submission of civil liability insurance on the date of signing the Contract, the value of which is not lower than gross contractor's gross remuneration rounded up to PLN 1, 000 gross. The performance insurance will amount to 6% of the gross remuneration. the contract is identical-with his commitment included in the offer. 2. It is forbidden to change the provisions of the concluded contract in relation to the content of the offer, on the basis of which the contractor has been selected, unless at least one of the following circumstances occurs:

1) changes have been provided for announcement of ordering or specification of essential terms of the order in the form of unambiguous contractual provisions that specifytheir scope, in particular the possibility of changing the remuneration of the contractor, and the nature and conditions for introducing changes;

2) disclosing errors in the source documentation, preventing timely performance of relevant parts of the work, 3) changing the VAT rate (fixed net amount) orders, in case of: a) force majeure, making it impossible to performe of delivery and assembly within the prescribed time limit, occurrence of circumstances attributable to the Ordering Party, in particular due to financial situation, payment capabilities or organizational conditions or circumstances that were not foreseeable at the time of conclusion of contract. Force Majeure should be understood as an external event, independent of the Parties, whichThe parties could not have foreseen before the conclusion of the contract, which could not be avoided or which the parties could not prevent with due diligence, which can not be attributed to the other party, which affects the execution of the order, including in particular: cause, fire and other natural disasters, riots, strikes, terrorist attacks, hostilities, etc. b) In theIf the deadline for obtaining the permits and decisions required by the Ordering Party is extended, the contract will be extended by the time resulting from the work of the Office, needed to issue such permits and decisions. c) the necessity to perform additional research and expert opinions, causing the necessity to suspend the scope of works covered by this contract, 5) The Ordering Party allows for the possibility of changing the deadline for completionSpeaking when there is a legal, economic or technical circumstance that can not be predicted at the time the contract is concluded, for which neither party is liable, resulting in the inability to properly perform the contract, as specified in the Terms of Reference. 6) Conditions for changing the contract: a ) initiating changes - at the justified request of the Contractor or the Ordering Party,

b)-consent of both parties, c) form of changes - signed by the authorized representatives of the Awarding Entity and the Contractor - annex to the contract in writing, under pain of nullity.7) In case of doubt, it is assumed that they do not constitute an amendment to this agreement as follows: a) related data with administrative and organizational support of the contract, b) contact details, c) registry data. 8) In case of occurrencethe circumstances referred to in paragraph 2 point 4) and 5), the deadline for performance of the contract may be extended accordingly, however for no longer than the period of such circumstances.

9) The condition for signing the annex for the extended period of performance will be the continuation of the security established by the Contractor.
