- with a single economic operator, and executed as and when issuing purchase orders pursuant to Articles R. 2162-2, R. 2162 -4 to R. 2162-6 and R. 2162-13 and R. 2162-14 of the Public Order Code,

- for a firm period of 42 months from its notification,

- with a minimum in quantity of 2 RFFO setsorders, as well as parts of maintenance, without guarantee of complementary order and with a maximum of 8 sets.

- the letter of candidature making it possible to identify the candidate or each member of the grouping if the candidate is a group of economic operators, - a declaration of honor justifying that the candidate did not enter any of the cases mentioned in Articles L. 2141-1 to L.. 2141-5 and L. 2141-7 to L. 2141-11 of the public procurement code and in particular that it meets the obligations concerning the employment of handicapped workers defined in Articles L. 5212-1 to L. 5212-11 of the Labor Code,

- proof of the applicant`s ability to exercise professional activity: proof of registration on the professional register or the relevant State trade register min which it is made: K-extract, K-bis-extract, D-1-extract, or any equivalent means.

- statement concerning the overall turnover and turnover for services of the same kind as that of the framework agreement, realized during the last 3 financial years available according to the date of creation of the company or the beginning of activity of the economic operatore, to the extent that information on these turnover figures is available,

- appropriate declaration of banks or evidence of insurance for relevant occupational risks.

- It is up to the candidate to prove by any means his ability to meet the needs of the `framework agreement. In particular, the candidate may prove, by any means of proof of equivalence, the attainment of the minimum thresholds. The appreciation of professional, technical and financial aspects of the members of a group is global. In application of articles R. 2142-3 and R. 2143-12 of the public procurement code, the candidate, even if it is a grouping, may use the capacities of other economic operators, whatever the legal nature of the links that bind them to these operators. In this case, it justifies the abilities of thisor these economic operators and provides evidence that it will have for the execution of the framework agreement.

- The number of candidates admitted to tender is not limit.

- Only the companies selected at the stage of the candidacy will have access to the DCE. The DCE will be sent free of charge.

- The consultation will take place as follows:

- application (subject of this notice): the candidates will hand over theirCandidate in accordance with the conditions set out in the notice of advertising and recalled in the Candidature Candidate`s RC. The contracting entity examines the applications, designates the candidates admitted to tender under the conditions of the advertisement and the RC and sends them the WFD.

- Submission of tenders: the candidates admitted to tender will respect the conditions laid down in the regulations.specific submission of tenders for this phase, specifying, in particular, the modalities of the submission of tenders by the dematerialized route. After examination of the tenders, the contracting entity reserves the right to enter into negotiations with the 3 best ranked bidders, with the exception of those who have submitted an unsuitable bid, out of time or judged abnormally.t low or having obtained an eliminatory grade or not having made the obligatory visit. In the event of negotiations, these may be the subject of successive phases in order to reduce the number of offers to be negotiated by applying the award criteria defined in the consultation documents. The contracting entity reserves the right to award the public contract at the bottome initial offers without negotiation. At the end of the negotiations, after the ranking of the tenders, the economically most advantageous tender is chosen by the representative of the contracting entity according to the criteria stated in the consultation.

- The technical merit criterion is broken down into 3 sub-criteria Weights as follows:

C1 - organization and planning: for 30% ofthe overall technical score.

C2 - methodology: for 40% of the overall technical score.

C3 - quality of the materials: for 30% of the overall technical score.

- According to the provisions of article R. 2143-4 of the CCP, the buyer accepts that candidates apply in the form of a DUME (Single European Market Document) in place of all documents and informationjustifying their abilities. In this case, it is specified that the buyer does not authorize the candidates to limit themselves to indicating in the DUME that they have the required aptitude and capabilities without providing any particular information on them. The DUME will have to be written in French. Candidates will be able to apply in the form of a DUME by following thestructions annexed to the regulation of the consultation.
