Supply of various Polycom terminals and accessories

The cantonal police in Bern operates the Security and rescue network POLYCOM in the canton of Bern. POLYCOM is in addition to the police by the Remergency services (ambulance services), fire brigades, civil defense and management, road maintenance and other security and rescue organizations. The cantonal police intends to replace their terminals and parts of the accessories in the years 2019 and 2020.

Negotiations: According to Art. 27 OeBV, bidding rounds d. H. Negotiations about prices, price reductions and changes of the service contents - not allowed. Concerning the procedure of the procurement procedure, see section 4.5 hereafter.

Principles of the procedure: The client assigns public orders only to suppliers who are responsible for compliance with the health and safety regulations and the likeand conditions of employment for workers and equal pay for men and women. The cantonal beco Berner Wirtschaft provides information on the health and safety at the place of execution. The Supplier undertakes to fully comply with the required minimum requirements for procedural principles in accordance with Article 24 OeBVto fill. Providers domiciled abroad must indicate a place of delivery in Switzerland to which deliveries can be sent by letter within the scope of this award procedure. Otherwise, the cantonal police of Berne reserves the right to refrain from formal notification and instead to publish the authorization on simap.ch (Article 15 (7) VRPG, BSG 155.21).

The contract, including its attachments, is not negotiated. The Cantonal Police of Bern reserves the right to invite the offerers for explanations or to check the plausibility of their offer for a settlement discussion. More detailed information about Termines and contents of the interview will be announced at a later date. For this purpose, those providers are invited who have a real chance of winning the bid (status before clearing) and who fulfill the eligibility criteria according to section 3.7. The Cantonal Police of Bern expressly instruct the providers to submit the best offer from the beginning. By the surchargeis not entitled to a contract. In particular, the contract is only concluded if the financially competent body issues the expenditure permit. All documents are treated absolutely confidentially. Remedies: Within 10 days of publication in Amtsblatt of the canton of Bern with complaint to police and military directorate of the canton of Bern, Kramgasse 20, 3011 Berne be challenged. Any complaint must include an application, statement of facts and evidence, a reasoning and a signature. The contested invitation to tender and tangible evidence must be included.

Deadline / Remarks: The tenders muein order to meet the deadline of that date at said place in paper form (including electronic version) submitted (no fax, no e-mail) or the post office. The offers are closed with the note "Tender Polycom Terminals and Accessories" as well as "Do not open shipment before 16/10/2018!" to send or deliver.
