The subject of the contract is the carriage of callers from the European Parliament and Council (EUe) No 1370/2007 under public service contract (ATL) in the public service of Ida-Viru County. on bus routes I-IV in line groups expected to be 1.2.2020 31.1.2028, including mueueg and other openingsOrders for the provision of services related to public service obligations and their supervision in accordance with the terms and conditions laid down in the procurement documents and annexes thereto.

1) 1. The tenderer holds a valid uehistransport Act - - 39 (1) license for development referred to in paragraph 1. The provider confirms the upgrade youthe existence of a letter of intent in the procurement passport. The tenderer shall submit a copy of the development license to support the qualification condition upon request of the contracting authority. For the three years preceding the date of the opening of this procurement procedure by the Tenderer, the regular line service provided by the Tenderer shall be at least 300, 000 km. Providerin order to support compliance with the qualification condition, the information in the procurement passport, in addition to the data recorded by contracts signed for the total volume of the scheduled liner meal: (1) name of the regular service provider; (2) name and contact details of the regular service; (3) time and place of regular service; (4) requisites for documents related to the ordering of regular services, which allow the contracting authority, if necessary, to draw up a regular service.information about the performance of the regular service (including the reference number of the public procurement)

The tenderer must have nominated the wagon handler, who meets the requirements laid down in Articles 4, 6, 8 and 9 of the European Parliament and Council Regulation (EU) No 1071/2009 for the application of the referred broadcasts in the host country of the tenderer (- 44 and - 43 (1) of the Uehistransport Act in the Republic of Estonia) 7). If the tenderer relies on the data of another person to comply with the qualification conditions, the tenderer shall submit the information in the procurement passportanother person and also presents a separate procurement passport for the person whose data he / she relies on (the procurement passport for such another person must be signed by the person whose data is relied upon). The economic and financial standing of the tenderer shall be in accordance with European Parliament and Council Regulation No. 107The financial capacity of an undertaking engaged in road haulage operations in accordance with Article 7 of Regulation (EC) No 1/2009. The tenderer shall provide a written confirmation of compliance with the financial capacity conditions in the procurement passport. Upon the request of the contracting authority, the Tenderer shall submit the annual reports for the years 2016 and 2017, if they have not been published in the Estonian Air Register. In addition, the tenderer will provide copies of 2016 and 20 on request17 of the certified copies of the hunting development licenses for mowers used by the bidder, including marshals which were in use in 2016 and which were in use in 2017. If the tenderer is not required by the law of the country in which he is established to disclose the annual report, the tenderer shall, at the request of the contracting authority, support the other contracting authority in a manner acceptable to the contracting authority.the financial capacity of an entrepreneur engaged in road haulage activities under Article 7 of Regulation (EUe) No 1071/2009.

From the successful tenderer, the contracting authority is entitled to withdraw the balance sheet and profit and loss account for the last 6 months preceding the tender parcel. If this is necessary and appropriate for the qualification of the tenderer, the tenderer may support its compliance with the economic and financial condition.in the context of the award of a specific contract, in addition to the funds of another person, if it supports the contracting authority, in a manner acceptable to the contracting authority, that that person possesses the means necessary for the award of the contract and which corresponds to the subject-matter of the contract, and the tenderer may, where appropriate, use that person's means to renew the contract; . If the provider supportedthe tenderer shall provide information on such other person in the procurement passport and shall also provide a separate procurement passport for the person on whose data he / she relies (the procurement passport for such another person must be signed by the person whose data is relied upon).
