CPV Description: Public transport of passengers by bus on the approved regional transport scheme of the Varna district from the quota of Aksakovo municipality

The procedure is carried out for the purpose of choosing a contractor for carrying out public transport of passengers by buses on the approved regional transport scheme of the district Varna from the quota of Aksakovo municipality. Execution of the subject of the public procurementshall be organized and implemented according to the current routes and route schedules of the approved regional transport scheme of Varna District from the quota of Aksakovo municipality in accordance with the current legislation regulating the public transport of passengers by approved transport schemes. The bus lines, routes and timetables subject to the public procurement are attached to the technicalwhich is an integral part of this documentation for participation.

Main Site: The listed in the technical specification settlements and routes from the regional transport scheme of the region. Varna in the part of municipality Aksakovo and covering the territories of two municipalities - Aksakovo and General. The road network in the municipality of Aksakovo covers 23 settlements with a total length of about 192 km. The common-(on the territory of the two municipalities of Aksakovo and Varna) on all bus lines from the subject of the order is approximately 1 840 000 km. According to the regional transport scheme currently in force in the region of Varna, the mass public passenger transport from the quota of Aksakovo municipality is divided into 13 separate bus lines, listed below:

The carriage of passengers is carried out in accordance with the current routes and route schedules for each of the bus lines approved by Order No RD 12 7706 392 / 28.11.2012 and RD - 13 - 7706 - 387 / 14.10.2013 of the District Governor of the District with the administrative center of Varna, annexed to the technical specification.

For AL 409 the transport of passengers takes place at-a basis of an approved timetable for the quota of Aksakovo Municipality. The remainder of the transport of passengers on the given bus service is carried out / assigned by the quota of the Municipality of Varna, which is not the subject of the award procedure under this procedure .. The participant should hold a license to carry passengers on the territory of the Republic of Bulgaria or a license for-(Community license) issued under the terms and conditions of the Road Transport Act and for foreign participants a similar document according to the legislation of the country in which they are established.- In order to prove the compliance with the requirement the participant shall provide ( declares) in the electronic Single European Procurement Document (eEEDOP)-information on the license held: issuer, license number, validity of the license under the Road Transport Act, and a link to the website on which this information is accessible and the participants, non-residents: information on the existence of a similar document under the law of the state, in which they are established.

Proof of fitness (capacity) to exerciseis a professional activity when submitting a tender, the participant fills in the relevant section of Section A: "Fitness" in Part IV: "Selection Criteria" by the ENEOP.- Before concluding a public procurement contract, the contracting authority requires the contractor, demonstrating the information declared in ENEDOP, namely: a copy of a valid passenger carriage licenseon the territory of the Republic of Bulgaria or a license to carry out international passenger transport (Community license) issued under the terms and conditions of the Road Transport Act, accompanied by a list of the buses on the license, except when the relevant documents are accessible through public free registry.

If the participant is a foreign person or a grouping of such personsand before the conclusion of a public procurement contract, the contracting authority requires the tenderer to submit a document proving that he has the right to perform the assigned activity in the Republic of Bulgaria, including that he holds the respective license. the buses included in the tender of the selected contractor can not be presented before the conclusion of the contractIf necessary, buses may be replaced with others that comply with the technical specifications and the selection criterion until the minimum required number of buses is reached 27. This condition shall only be fulfilled in the case of objectively and objectively irrespective of the contractor's reasons. the time from the submission of the bid to the contract until the conclusion of the contract (for example, physical malfunction of the bus due to a natural disaster or malicious actions of third parties, etc. etc.) and not on the initiative and / or judgment of the contractor and / or the contracting authority.

Requirements regarding the personal situation of the participants: For the participants in the procedure, the circumstances under Art. 54, para. 1 of the Public Procurement Act. The absence or presence ofgrounds for removal, related to circumstances under Art. 54, para 1 of the Public Procurement Act shall be indicated by filling in the relevant section of the ENEOP. A participant for whom there are any of the grounds under Art. 54, para. 1 of the Public Procurement Act has the right to provide evidence that it has taken measures that guarantee its reliability, despite the appropriate grounds for removal. Specific national grounds hExclusion:

- The participant should declare the absence or presence of an enforceable sentence for crimes under Art. 194 208, Art. 213a 217, Art. 219 252 and Art. 254a 260 CC - The participant should not be associated with other participants in the present procedure under Art. Art. 101, para. 11 PPL; - The participant should not be found by a punitive decree or a court decision which has entered into force violation of Art. 61, para. 1, Art. 62, para. 1 or 3, Art. 63, para. 1 or 2, Art. 228, para. (3) of the Labor Code or similar obligations established by an act of a competent authority according to the legislation of the state in which the participant is established, - the participant should not have the circumstances under Art. 69 of the Law on Counteracting Corruption and Forfeiture of Unlawfully Acquired Property;two of the circumstances under Art. 3, item 8 of the ЗИФОДРУПРТРЛТДС, unless the exceptions under Art. 4 of the same law. Other grounds for removal - according to Art. 107 of the Public Procurement Act; Other:

1. The performance guarantee for the contract is 0.1% of the estimated contract value excluding VAT. The performance guarantee is provided in one of the following forms: cash amount; bank guaranteesor an insurance that ensures performance by covering the contractor's liability. The terms and the term for the detention and release of the performance guarantee shall be laid down in the contract. Prior to concluding a contract, the contracting authority shall require the tenderer to submit up-to-date documents certifying the absence of grounds for removal from the procedure, andcompliance with the selection criteria, a guarantee for performance of the contract and a declaration under Art. 59, para. 1, item 3 of the LMML. Documents shall also be submitted to subcontractors and third parties, if any. The financing of the public procurement will be carried out as follows:

- From the revenues from the contractor's activity - with funds from the sale of tickets and postage cards;

- Through the budget of the commission- by means of the state (central) budget through compensations for free and low-priced trips of certain categories of passengers under the terms and conditions of the Ordinance on the conditions and procedure for providing funds for compensating the reduced revenues from the application of prices for public passenger transport services in road transport provided for in the statutorypassenger categories, subsidizing public passenger transport on unprofitable bus routes in the domestic transport and transport in mountainous and other areas, and issuing transport documents for the transport and from own revenues from the budget of Aksakovo Municipality as aid for travel of certain categories of passengers by decision of the Aksakovo Municipal Council
