Conception and realization of a communication campaign in favor of foie gras on several markets in Europe

CIFOG and Euro Foie Gras perform a competition for the design and realization of a communication campaign 2021 -2022 aiming at information and pedagogy around foie gras and its producers in several European countries: FranSpain, Belgium and Hungary.

Design and implementation of a multi-market communication campaign aimed at teaching foie gras to young generations in terms of uses, quality and sustainable production methods., etc.

Particularly desirable:

- in France: mainly actions aimed at teaching the general public, young chefs and professiin Spain, Belgium and Hungary: actions very adapted to each of these markets, with press-relations, digital ...; depending on the budget allocated. The overall budget, including fees, for the design and implementation of the campaign amounts to a maximum of 1 472 000 EUR over 2 years.

The breakdown of the budget per market is as follows:

- France: between 950 000and 1 000 000 EUR HT,

- Spain: between 200 000 and 260 000 EUR HT,

- Belgium: between 200 000 and 260 000 EUR HT,

- Hungary: between 20 000 and 50 000 EUR HT.

Compulsory justifications a produce by the candidates:

- a date and signed application letter accepting the conditions of the competition mentioned in the preceding paragraph,

- a declaration on the honor of the candidate, duly dated and signede, justifying that it does not manage a budget of operator of the same sector and / or of a sector or organization which could present a conflict of interest with the foie gras sector, - the list of the principal references acquired, the over the last 2 years for comparable multi-market operations (food sector, collective and / or institutional communication) indicating the objective, theand the duration of the services,

- the presentation of the agency and its internal organization,

- the name and the level of experience of the person in charge of the coordination of the service,

- the detailed presentation of the team responsible for the project, - a declaration on the honor of the candidate (s) (in case of consortium), duly dated and signed by the candidate, to justify:

(a) having satisfied thetax and social security obligations; (b) not having been the subject of a conviction, in the last 5 years, in the Criminal Code No 2 for the offenses referred to in Articles L. 324-9, L. 324-10, L. 341-6, L. 125-1 and L. 125-3 of the Labor Code;

(c) not to be in a state of judicial liquidation within the meaning of Article L. 620-1 of the Code of trade;

(d) not to be declarede in a state of personal bankruptcy, within the meaning of Article L. 625-2 of the Commercial Code, or of an equivalent procedure governed by a foreign law; e) not to be admitted to judicial reorganization, within the meaning of Article L. 620-1 of the Commercial Code, or to an equivalent procedure governed by a foreign law, without justifying an authorization to continue its activity for the foreseeable duration of the exeThese elements should enable CIFOG and Euro Foie Gras to get an idea of the good match between their needs and the services offered by the agencies.

1) the instruction periods will not allow obtain a definitive response from the EU before November 2020. The successful agency will have to commit to maintaining its offer until that date, and no contract willto be signed before that date. In case of refusal of co-financing by the European Union, the call for tenders may be declared null and void;

2) a lump sum compensation of 3 000 EUR TTC will be paid to the agency finally selected in case of refusal of co-financing by the l (3) the studies and information contained in the specifications given to the selected candidates must remain strictly confidentialthey should not be used by the agencies for other clients;

4) the agencies wishing to propose their candidacy must have a relay on each of the markets covered and be able to demonstrate their expertise on each of the markets: office, subsidiary, partner agency ...;

5) the candidates admitted to submit an offer will have to propose a detailed recommendation globand (6) the agencies` recommendation should include at least the following elements: - a strategic, global and country-specific analysis, - a creative recommendation on the themes and themes addressing the issues, adapted to the specific markets - a detailed plan of action country by country, - a retroplanning for the implementation of the campaigns, - a detailed estimate, by country andby type of action, presented in EUR HT, respecting the budgetary framework,

- quantifiable objectives for the actions implemented;

7) if the agency estimates to manage a budget of an operator of the same sector or of a sector or organization that may present a conflict of interest, a prior agreement authorizing the agency to compete must be given by the advertiser. In case the agency isa prior agreement will also be required before accepting a budget for an operator in the same sector or sector or organization that may present a conflict of interest; (8) the creations of the selected agency are, after payment of work done, propriety of advertisers, without limitation of time and place, and for use through any communication technique andall media;

9) advertisers reserve the right to use the concepts and creations (including the slogans, domain name ...), within the framework of all their campaigns and their collective structures without limitation of duration and in Europe only.
