Proceedings in order to conclude a framework agreement for the provision of printing services publishing houses of the Military Publishing Institute

1. The object of the framework contract is to provide service contracts printing and delivery of the publications of the Military Publishing Institute:

Main Site: Contractor's office with delivery to the Ordering Party's office and dabout wholesale registered offices - Task 1 - Publishing in a soft setting. A detailed description of the subject of the order is contained in Annex 1A and 1B to the ToR.

The Ordering Party does not specify any requirements in this respect, which the Contractor is obliged to demonstrate in a special way. • Contractors who have financial resources or creditworthiness may apply for the order. To the monstrositythe core information of the bank or cooperative savings and credit union confirming the amount of funds held or the creditworthiness of the contractor in the period not earlier than one month before the deadline for submission of tenders. Note: The Contractor may, in order to confirm compliance with the conditions for participation in the proceedings, in relevant situations and with respect to a specific ordera or parts thereof, rely on the technical or professional capacity or financial or economic situation of other entities, regardless of the legal nature of the legal relationship which it has a legal relationship with it pursuant to Art. 22a paragraph 1. In the aforementioned cases, the Contractor, which relies on the abilities or situation of other entities, must prove to the Ordering Party that, in fulfilling the order, he will haveit provided the necessary resources of these entities, in particular by presenting the obligation of these entities to provide it with the necessary resources for the needs of the order (Article 22a paragraph 2). If the Contractor, demonstrating compliance with the conditions relating to technical or professional capacity, or financial or economic situation, relies on the resources and abilities of other entities forthe courts referred to in Article 22a of the Public Procurement Law, is obliged to prove to the Employer that while implementing the order, he will have the necessary resources of these entities, in particular by presenting a written commitment of these entities to give him the necessary resources to fulfill the order. In order to assess whether or notawca relying on the abilities or situation of other entities on the principles set out in art. 22a of the Act, will have the necessary resources to the extent enabling proper implementation of the public order and to assess whether the relationship between the Contractor and these entities guarantees effective access to their resources, the Ordering Party requests: 1) in the event of the Contractor being in a situation-economic and financial document referred to above, i.e. information from a bank or cooperative savings and credit union confirming the amount of funds held or creditworthiness, in a period not earlier than one month before the deadline for submission of bids, 2) statements of the disclosing entity specifying: a) scope of resources available for the Contractor of another sub-baseiotu, b) manner of using the resources of another entity by the Contractor in the performance of the order, c) scope and period of participation of another entity when performing the public order, d) whether the entity, on the capacities of which the Contractor relies in terms of participation in education proceedings, professional qualifications or experience, will provide services whose indicated abilityrelate to. The Contractor, who relies on the economic and financial situation of other entities, is jointly and severally liable with the entity that committed to provide resources for damage suffered by the Ordering Party arising from the non-availability of these resources, unless the failure to provide access to resources is not at fault. The ordering party must attach a declaration in the form of a single dock to the offerment, completed in the scope indicated by the Ordering Party in the contract notice and in the Specification of Essential Terms of Orders. The Contractor shall submit a declaration in the form of a Single European Order Document (EIN) in order to confirm that the Contractor is not subject to exclusion and meets the conditions for participation in the proceedings. The statement should confirm the facts on the date of the offerrt. The information contained in the statement Single European Order Document (EED) is a preliminary confirmation that the Contractor is not subject to exclusion and meets the conditions for participation in the proceedings. 2. The Employer informs that the Contractor may apply for the award of a public contract, who are not subject to exclusion and fulfill the conditions for participation in the procedure. Conditions for participation in proceedingsand the grounds for exclusion have been specified in Chapter V and VI of the Essential Terms of Contracts. 3. The Employer informs that the list of statements and documents confirming the fulfillment of the conditions for participation in the proceedings and the lack of grounds for exclusion have been specified in detail in Chapter VII of the Specification of Essential Terms of Orders.

4. The ordering party requests the lodging of a valida total of PLN 37, 000.00 (in words: thirty-seven thousand zlotys), including: Task 1 30, 000.00 PLN (in words: thirty thousand zlotys); Task 2 7 000.00 PLN (in words: seven thousand zlotys). The contractor submitting an offer for selected tasks makes a deposit payment in the amount specified for individual tasks (parts). Detailed information on the bid bond will bereferred to in Chapter IX of the Essential Terms and Conditions of Orders. 5. The ordering party does not anticipate the orders referred to in art. 67 sec. 1 point 6 and 7 of the Public Procurement Law. 6. The Purchaser informs that the description of the criteria and their weights as well as the method of bid evaluation has been specified in detail in Chapter XIV of the Essential Terms and Conditions of the Orders (offer price 40%, price index 20%;40%). 7. The method of awarding contracts under a framework agreement: The Contracting Party will conclude a framework agreement with three Contractors, unless fewer Contractors submit offers that are not subject to rejection. The Awarding Entity shall award orders whose subject matter is covered by the framework contract to the Economic Operators with which it has concluded a framework contract by requesting submission of offers in the event that not all of the conditions for the provision of services ore all conditions for selecting Contractors who are parties to the framework agreement are specified in the framework contract. In the case of inviting the Contractors who are parties to the framework contract for the submission of bids, the Employer: - applies the same conditions for participation in the procedure and conditions for the implementation of the contract, which were used at the conclusion of the framework agreement, and if necessary, more precise conditions, and, if applicableincidentally, other conditions specified in the specification of essential conditions of the contract for the framework contract and, - invite tenders able to execute the contract, and, set the deadline for submission of tenders, taking into account the complexity of the subject matter and the time necessary to prepare and submit offers for each order .
