Based on the framework agreement and the accountThe following documents will be provided for printing, copying, faxing and scanning documents for Timisoara Financial Directorate, according to the requirements stipulated in the tender specifications.

Minimum and maximum amount of the frame agreement:

Duration of the framework agreement: 36 months, starting on the date of signature by both parties. Frequency and Duration of Subsequent Contracts: Subsequent contracts will be concluded annually, depending on the purchaser's needs and the funds allocated to this destination.

Non-compliance-in the situations stipulated in art. 164, 165 and 167 of Law 98/2016 on Public Procurement. The bidders / members of the association / subcontractors / third parties should not find themselves in the situations provided for in art. 164, 165 and 167 of Law 98/2016 on Public Procurement. The way to demonstrate that the requirement is fulfilled: DUAE will be completed by the participating operators(including affiliates, subcontractors, supportive third parties) with the information related to their situation. The supporting documents, which prove the fulfillment of the assumed by completing the DUAE at the moment of the presentation (such as a criminal record, certificates certifying the absence of overdue debts related to the payment of taxes, taxes or contributions to the budget(general budget, state budget, etc.) at the time of submission, documents demonstrating that the economic operator may benefit from the derogations provided for in art. 166 par. (2), art. 167 par. (2), art. 171 of the Public Procurement Law 98/2016, as well as any other editorial documents, as the case may be) shall be submitted at the request of the contracting authorityante, only by the tenderer placed on the first place in the intermediate rankings drawn up to complete the evaluation of the offers.

The economic operators participating in the procedure (including associations, subcontractors, supportive third parties) must not find themselves in the situations stipulated in art. 60 of Law no. 98 / 2016.

Means of performance: A statement will be completed in accordance with the provisions of art. 60 of Law no. 98/2016 which will be presented with the DUAE. In the case of submitting an offer in association, each associate has the obligation to demonstrate the fulfillment of the requirement. This statement is also requested from potential subcontractors. 1) The economic operators submitting a tender must prove a form of registration under the law of the country of residence, from which it appears that the economic operator is legally constituted, that he is not in any of the situations of cancellation of the constitution and the fact that it has the professional capacity to perform the activities that are the object of the contractin which the fulfillment of the requirement can be demonstrated: The economic operators participating in the award procedure will be filled in by the economic operators participating in the award procedure.

Information on the economic operator will be presented. It is required to present the average annual turnover for the last 3 years, respectively for the years 2015, 2016 and 2017, of at least 360 000 RON. For the RON / currency equivalent, the average annual RON / currency exchange rate communicated by the NBR will be taken into account.

The offer is bindingin terms of content, for the entire period of validity set by the contracting authority and assumed by the bidder. The Valuation Commission has the obligation to establish the winning bid of the admissible tenders based on the criterion for awarding the public procurement contract. The contracting authority may ask the candidates / tenderers to deployone or all of the supporting documents as evidence of the information contained in the DUAE at any time during the course of an award procedure if this is necessary to ensure the proper conduct of the procedure. Prior to the award of the framework agreement, the contracting authority shall ask the tenderer to rank first after applying the award criterionshall submit without delay updated supporting documents demonstrating that all the qualification criteria have been met, in accordance with the information contained in the DUAE.
