4-year Framework Agreement for the subject of "Printing Graphic and Book Schedules for Trains"

The subject of this contract is the printing of graphic and book schedules for the movement of trains. Deliveries are made at the ex-warehouse of the client on the territory of the UDVK division - Sofia, Knyaginya Maria Louise Blvd.The scope of the order includes the following activities: - printing of graphical timetables and work schedules for the movement of trains - size of 100x70 cm - 23 280 pcs, - printing of paper schedules and technical tables and norms for the movement of trains - size 14, 8x21 cm - 100 312 - Volume is for the entire duration of the framework agreement

Full description of differentis the product and the requirements for their production are set out in the Technical Specification - Attachment No. 1 to this documentation - The subject of the order is included in the list of goods and services intended for the assignment of specialized enterprises or cooperatives to persons with disabilities or business entities, whose main goal is the social and professional integration of people with disabilities or of people with disabilitiesdisadvantaged people under Art. 12, para. 1, item 1 of the Public Procurement Act (PPL), determined by Decision No. 591 of 18.7.2016, which is why it is intended for implementation by specialized enterprises or cooperatives of people with disabilities. Specialized enterprises or cooperatives of persons with disabilities may participate in the public procurement under the conditions of Art. 12, para. 5 and para. 6 ofPPL and Art. 80, para. 3 and para. 4 of the Rules for the Implementation of the Public Procurement Act (PPPP) - Tenders may be submitted by other interested parties other than those for whom the contract is reserved in accordance with the provisions of the Public Procurement Act but their tenders are considered only if no tenders are accepted, which are specialized enterprises or cooperatives of people with disabilitiesshall be offered with an offer as per Art. 12, para. 1, item 1 of the Public Procurement Act should be registered as a specialized enterprise or cooperative of persons with disabilities in the Register of Specialized Enterprises and Cooperatives of People with Disabilities maintained by the Agency for People with Disabilities and for foreign persons in a similar register according to the Member State in which they are established and to comply with Art. 12, para. If the participant is a grouping which is not a legal entity, the compliance with the selection criterion shall be proved by each of the persons included in it, who will carry out the respective activity according to the distribution of the participation of the persons in the implementation of the activities envisaged in the document / agreement establishing the grouping.

When the participant envisages the participation of subcontractors, requireo shall also apply to them.

For the fulfillment of the condition under Art. 12, para. 6 of the PPA, participants may use subcontractors or refer to the capacity of third parties if the subcontractors or third parties are specialized enterprises or cooperatives of persons with disabilities to whom the same requirements are applied.

When submitting the tender, compliance with the selection criterion the suitability for use shall be indicatedPart IV "Selection Criteria" Section A "Efficiency" of the EMEA - Proof of eligibility to exercise the professional activity of the participants is presented in the following document in relation to the requirement: certificate for registration of specialized enterprises and cooperatives of persons with disabilities in the Register of Specialized Enterprises and Cooperatives of People with Disabilities, maintained by the Disability Agency or equivalent.

The document is presented under the terms of Art. 112, para. 1, item 2 of the Public Procurement Act Other interested parties may participate in the procedure but their tenders shall be considered only if no tenders are accepted by the participants for which the procedure is reserved

Not required

A participant may participate in the procedure, which meets the requirements of Art. 10, para. 1 of the Public Procurement Act. The Contracting Authority does not have a requirement for the establishment of a legal entity under Art. 10, para. 2 of the Public Procurement Act. The assignor shall remove a participant for whom the grounds under Art. 54, para. 1, items 1-7 of the Public Procurement Act, Art. 55, para. 1, item 1, item 4 and item 5 of the Public Procurement Act and Art. 107 of the Public Procurement Act, the circumstances under Art. 3, item 8 and Art. 4 of ЗИФОДРУПДРКЛТДС as well as presence of circumstances under Art. If the participant is a union, which one isit is not a legal representative, a copy of a document showing the legal basis for the formation of the grouping must be submitted, with a term not shorter than the term of this contract. The document should also contain:

1. the rights and obligations of the members of the grouping; the division of responsibility between the members of the grouping; the activities that will be carried outa member of the consortium

This document should unconditionally certify the designation of the partner representing the consortium for the purposes of the public procurement and the fact that the persons in the grouping take jointly and severally joint responsibility for their participation and performance of the order

Any member of the consortium which is not a legal entity, subcontractors and third partiesis, if any, must meet the relevant selection criteria and no grounds for elimination are available. Participant for whom there are grounds under Art. 54, para. 1, items 1-7 of the Public Procurement Act and Art. 55, para. 1, item 1, items 4 and 5 of the Public Procurement Act shall have the right to present evidence under Art. 56 of the Public Procurement Act. According to Art. 67, para. 1 of the PPA when submitting the tender, the participant declares a lack of groundsto remove and comply with the selection criteria by presenting the ENEOP. Where the participant is a grouping which is not a JU, a separate EEDOP for each member of the grouping shall be submitted when submitting the tender. A separate ENDED is submitted to subcontractors and third parties. Documents demonstrating the information specified in the enEDOP are presented under the terms of Art. 67, para. 5 and Art. 112, para. 1, item 2 of the Public Procurement Act. Documents shall be submitted by any member of the consortium which is not a legal entity and subcontractors and third parties, if any. When entering into a contract under Art. 12, para. 1, item 1 of the PPL, the guarantee for securing the execution of the contract is 2%. The guarantee is provided in one of the forms referred to in Art. 111, para. 5 of the Public Procurement Act. The terms and conditions for the detention and release of the performance guarantee shall be laid down in the contract concluded on the basis of the framework agreementskill.
