The scope of the contract includes the provision to the City of Lublin: 1. Postal services in domestic and foreign trade consisting of the reception, movement and delivery:

1.1 . unregistered letter items:

- not the fastest items of the categoria in domestic trade,

- being the fastest category shipments in domestic and foreign trade,

1.2. unaddressed mail in domestic traffic,

1.3. registered parcels:

- registered letter items that are not the fastest category items in domestic traffic and are the fastest category items in domestic and foreign traffic,

- registered items with return confirmationnot receiving the fastest category items in domestic trade and being the fastest category items in domestic and foreign traffic,

not being a letter item (postal parcels) being the fastest items in domestic and foreign turnover,

not being a letter item with a return receipt ( postal parcels) which are shipmentsthe fastest category in domestic circulation.

2. Accompanying services for registered items consisting of notifying postal items, confirming the receipt of postal items delivered to recipients and making returns of undeliverable postal items to the Purchaser`s recipients.

3. Collection services for postal items prepared from the Employer`s headquarters at ul. Wieniawskaies 14 in Lublin, on all business days and transport of postal items with sending documents to the Contractor`s postal point.

4. The Contractor undertakes to accept from the Employer prepared for posting on its own postal items at the Contractor`s postal points, ensuring proper protection of items against access by third parties, in particularagainst postal secrecy and personal data protection:

4.1. for the location of the branch of the Employer, the Municipal Disability Adjudication Group, located at ul. Magnoliowa 2 in Lublin, with the proviso that the distance from the location of the Employer`s branch to the Contractor`s post point may not be more than 2 km in a straight line and that the facility is open everyEvery business day at least 5 hours and at least until 16.00;

4.2. for the location of the Employer at ul. Wieniawska 14 in Lublin, with the proviso that the distance from the location of the Employer at ul. Wieniawska 14 in Lublin to the Contractor`s post office may not be greater than 2 km in a straight line and that the facility is open on each business day for at least 8 hours and at leastuntil 20.00.

5. In order to enable the addressee to receive (issue) undeliverable to the indicated address of the advised parcel, the Contractor shall ensure the delivery of registered parcels in not less than 35 notification points, located within the administrative boundaries of the city of Lublin, in the following districts, where according to data from the BIP of the Lublin City Hall : "Demographic data as ofa day 31.3.2019 "available at: https: //bip.lublin.eu/information-publiczna/dane-demograficzne/dane-demograficzne-stan-na-dzien-31-12-2019r-4, 6, 22886, 2.html, the number of inhabitants is greater than 5, 000, with the proviso that in districts where the number of inhabitants exceeds 10, 000, at least 2 notification points should be located:

1. cd from points III.1.4) (...) to the Employer after having exhausted the possibility of delivering them or issuingrecipient, within the last three years before the offer submission deadline, and if the period of business activity is shorter in this period.

2. Bid evaluation criteria:

1) price 70%;

2) distance of the Contractor`s post points from the Employer`s location 15%;

3) the number of the Contractor`s advice points in the city of Lublin adapted to support disabled people 15%.

3.In the procurement procedure, communication between the Employer and Contractors takes place using the miniPortal https://miniportal.uzp.gov.pl/, ePUAPu https://epuap.gov.pl/wps/portal. The contracting authority will exclude a contractor subject to exclusion pursuant to art. 24 paragraph 1 and art. 24 paragraph 5 point 1 of the Act.

5. The awarding entity envisages the award of supplementary orders, as referred to aboveh referred to in art. 67 section 1 item 6 of the Public Procurement Law.

5.1. Specification of the subject, size or scope of supplementary orders:

5.1.1. domestic and foreign postal services consisting of the reception, movement and delivery:

5.1.1.1. unregistered letter items:

- not the fastest category items in domestic traffic,

- items that arethe fastest category in domestic and foreign trade,

5.1.1.2. unaddressed mail in domestic traffic,

5.1.1.3. registered parcels:

- registered mail not being the fastest category items in domestic traffic and being the fastest category items in domestic and cross-border traffic,

- registered items with return acknowledgment of receipt not being the fastest itemsof the highest category in domestic traffic and being the fastest items in domestic and foreign traffic,

- not being a letter item (postal parcels) being the fastest items in domestic and foreign turnover,

- not being a letter item with a return receipt (postal items) being items the fastest category in domestic circulation.

5.2. Accompanying services for registered items consisting of notification of postal items, acknowledgment of receipt of postal items delivered to recipients and delivery of undeliverable postal items to recipient`s recipients.

5.3. Collection service for postal parcels prepared from the Employer`s headquarters at ul. Wieniawska 14 in Lublin, all working daysthat and transport of postal items together with sending documents to the Contractor`s post office.

6. Supplementary contracts will be awarded on the following conditions:

6.1. in accordance with the model contract for the orders referred to in art. 67 section 1 item 6 of the Public Procurement Law attached to the Essential Elements of the Order placed on the Employer`s website https://bip.lublin.eu/urzad-towna-lublin / public-ordering / current-public-ordering / social-services / in the folder on the subject order.
