Open procedure tender for the provision of printing, enveloping and delivery services for the communications necessary for the implementation of cancer screening campaigns - CIG 7595041A19

The contract is for the assignment of services of preparation, printing, enveloping and delivery of communications necessary for the construction of the campagnand oncological screening (colon, breast, cervix) made by the company for the protection of health throughout the territory of the Sardinia Region. The requested services are related to the periodic communications that each of the 8 Local Health Authority Areas of the ATS must perform to communicate with the reference user regarding the screening programs to be performed at the-the various health structures of competence

The services included in the service are as follows:

a) supply of an appropriate platform for the telematic handling of the models, with functionality for monitoring, checking and monitoring the progress of all the activities ;

b) normalization of addresses;

c) printing and enveloping;

d) preparation of correspondence forthe address;

e) placing in the network of the universal service of correspondence destined to geographical areas (CAP) not included in the direct coverage list;

f) transport, sorting (subdivision of consignments by geographical areas of destination) and delivery (transport and distribution) of the correspondence included in the direct cover list to the interested users resident inthe territorial areas of the individual ATS ASSLs;

g) correspondence traceability system. List and brief description of the conditions: The participation of the subjects referred to in art. 45 of Legislative Decree no. 50/2016 with the procedures referred to in Articles 47 and 48 of Legislative Decree no. 50/2016 on the following conditions:

a) registration in the Business Register for activities related to the object ofcontract or in one of the professional or commercial registers of the State of residence if it is an EU Member State, in accordance with the provisions of art. 83, paragraph 3, Legislative Decree. 50/2016;

b) there are no grounds for exclusion pursuant to art. 80 of the Legislative Decree n. 50/2016, of any other situation that determines the exclusion from tenders and / or the incapacity to contract with the public administrationtraction, as well as the interdictory cause referred to in art. 53, paragraph 16-ter, of Legislative Decree no. n. 165/2001;

c) possession of the requisites of professional technical qualifications, with regard to the safety profiles at work pursuant to art. 26 Legislative Decree 81/2008;

d) (for the removable printing and enveloping services): possession of the legal authorizations necessary to use as consolidators of Massive Mail orMologata and precisely: - possession of the General Postal Authorization for the public offer not belonging to the universal service, pursuant to art. 6 of Legislative Decree. n. 261/1999, replaced by the art. 1, paragraph 4 of Legislative Decree. n. 58/2011 and art. 3 D.M. 4 February 2000 n. 73 (this requirement can not be used);

e) (for the main delivery services): possession of licenses and aurequests for the delivery of the delivery service, namely: - Individual Postal License for the provision of postal services (pursuant to Article 5 of Legislative Decree No. 261/1999 and subsequent amendments and Article 1, paragraph 4, of the DM February 4, 2000 No. 73) issued by the Ministry of Communications (this requirement can not be used); - General Postal Authorization for the offerto the public not included in the universal service, pursuant to art. 6 of Legislative Decree. n. 261/1999, replaced by the art. 1, paragraph 4 of Legislative Decree. n. 58/2011 and art. 3 D.M. 4 February 2000 n. 73 (this requirement can not be used).

Appropriate level of insurance against professional risks, to be attested by the production of the RCT / O policies.in telematic mode on the platform provided by the Regional Regional Commission of the Region of Sardinia (www.sardegnacat.it). Interested economic operators will have to register on this platform and equip themselves, at their care and expense, with all the necessary IT tools. The tender will be awarded on the basis of the most economically advantageous offer criterionon the basis of the best quality-price ratio, as better specified in the tender documentation. The contract does not contain the arbitration clause
