The contract concerns the stipulation of a contract in accordance with art. 1, paragraph 4, of the L.R. n. 33/2007 for the supply of the printing service, enveloping and correspondence in favor-of the Lombardy Region.

Service of printing and enveloping of the outgoing correspondence and management of incoming correspondence in favor of the Lombardy Region, as better described in the tender documents. exclusion from the tender as essential elements of the offer, each competitor must satisfy, also in accordance with what is establishedthe outcome of the tender regulations, the following conditions:

a) registration for activities related to the subject matter of this contract of the Chamber of Commerce, Industry, Agriculture and Crafts (CCIAA) or in the register of provincial commissions for the craft in accordance with envisaged by art. 83, paragraph 3, of Legislative Decree 50/2016;

b) there are no grounds for exclusion pursuant to art. 80of Legislative Decree no. 50/2016 (in the case of Temporary Grouping of Companies - RTI - or consortia see the provisions of the tender regulations);

c) individual license pursuant to art. 5 of Legislative Decree no. 261/1999, necessary for the activities for which the contract is required for which the individual license is required;

d) general authorization pursuant to art. 6 of Legislative Decree no. 261/1999, necessary for the activities-contract for which the general authorization is required.

Valid for lots: lot n. 1, letters a) and b); Lot n. 2, letters a), b), c) and d); Lot n. 3: letters a), b) and c).

In the event of exclusion from the tender as an essential element of the bid, each competitor (according to the form in which he competes and in compliance with the specifications of the tender specifications) mustsatisfy the following conditions: a) in the last three financial years (2015, 2016, 2017) have achieved a total turnover of an amount, excluding VAT, at least equal to the total auction base indicated for the lot in which it participates, ie to the sum of the relative auction bases in the case of participations in several lots.

1) the tender procedure and managed with the telematic systemor called Sintel, accessible from the website www.arca.regione.lombardia.it; the description and mode of use for the purpose of presenting the offer and specified in the tender regulations and related annexes as well as in the technical manuals available on the website www.arca.regione.lombardia.it;

2) the specific provisions concerning supply and related services, presentation methodsand the evaluation elements of the offers, the single auction bases which can not be exceeded at the time of the offer, under penalty of exclusion from the tender, the subcontracting, the additional exclusion causes and the other tender information are contained in the tender documentation; the duration of the contract is 36 months, extendable by 6 months if the maximum contractual amount has not been eroded;

3) fashionparticipation in the case of RTI, in the case of aggregations between companies participating in the network contract, and in the case of a consortium are governed by the tender regulations;

4) the participation of competitors who are among themselves in one of the control situations pursuant to art. 2359 of the Italian Civil Code or in any report, even in fact, if the control situationo the report:

i) implies that the offers are attributable to a single decision-making center;

(ii) has influenced the formulation of the offer;

competitors will also be excluded from the tender for which it is ascertained that the relative offers are attributable to a single decision-making center, based on univocal elements;

5) partial and / or conditional offers are not allowed as specified in the-tender documentation;

6) the competitors, with the submission of offers, allow the processing of their personal data, in accordance with Legislative Decree no. 196/2003 and subsequent amendments and additions and regulations (EU) 2016/679, for the competition and contractual requirements;

7) information and clarifications on the tender documents can be requested according to the procedures indicated in the Disciplintender, no later than the deadline of 21.6.2018, now: 14:00; the clarifications to the tender documents will be communicated / published with the modalities referred to in the Disciplinare di gara;

8) the competitors are required to indicate, at the time of submission of the offer, the domicile elected for sending the communications, noting that they will be sent by ARCA S.p.A. with the modalities-indicated in the aforementioned annex;

9) and designated as the sole Responsible of the Procedure (RUP) for this procedure Dr. Carmen Schweigl;

10) in the outline of the contract the electronic ordering procedures will be indicated and the electronic invoicing and the electronic payment will be regulated;

11) and the subcontracting is admitted within the limits established by art. 105 of Legislative Decree 50/2016 with orobligation to indicate the provisions of paragraph 6 of the aforementioned art. 105 during the presentation phase of the offer;

12) and the possibility of increasing or decreasing the contractual performance up to a maximum of 1/5 of the maximum contractual amount to the same agreements, prices and conditions of the same; 20% change for the entire VAT excluded procedure and contract extension in cof the non-erosion of the amounts in the period of validity of the respective supply contracts;

13) and the participation in this procedure is admitted for one or more lots of the same;

14) pursuant to art. 77 of Legislative Decree 50/2016, the selection board will be made up of a number of commissioners equal to 3;

15) ARCA has introduced in this procedure issues and compliance obligationsthe needs of a social nature both in the presentation phase and in the contractual execution phase, where explicitly envisaged, through the provision of the so-called.
