Realization of diagnostics of potentially polluted sites in the framework of projects of construction of public buildings.

Elements to be provided at the application stage:

- DC1 revised on 26.10.2016 or equivalent to complete,

- DC2 revised to 26.10.2016 or equivalent to complete; (a DC2 per batch),

- the copy of the judgment (s) pronounced (s), if the-tenderer is in receivership:

- presentation of a list of the main services executed during the last 3 years, indicating the amount, the date and the public or private recipient. Deliveries and services are evidenced by certificates from the consignee or, failing this, by a declaration from the economic operator certifying the accuracy of the referenthese supplies, - statement indicating the tools, equipment and technical equipment available to the tenderer for the performance of similar contracts, - statement indicating the tenderer's manpower, - statement as to the turnover achieved in the last 3 years available.

Elements to be supplied under the tender, for each lot:

- the act-and its annexes, and in particular the unit price schedule, completed by the applicant; established in a single original and fully completed,

- a technical memory.

The candidate is invited to join the standard service with his offer.

Criteria for the selection of applications: administrative compliance with regard to the documents required in support of the application (DC1, DC2, or equivalents). Professional and financial capacity with regard to the required documents in support of the application (references, sales figures and human and technical resources).

Judging Judges:

1) the price of the services (weighting: 60),

2) the technical value (weighting: 40) will be assessed according to the methodological note, which will be limited to 10 pages (excluding annexes), and detaillant:

- the organization of the team assigned to the missions:

- presentation of the team (referent and people assigned to the missions): organization chart, experience and references of each, distribution of tasks,

- presentation of means specific materials required for the execution of the mission (means for investigations, abstractions, analyzes), or the prospective providers if the candidatedoes not dispose of these means himself,

- quality of the intervention method, technical organization for the optimal realization of the services, schedules and time of execution of the missions,

- accreditations or quality control in conformity with the request of the CCTP (if not present)

Conditions for opening tenders: the date and time of opening of tenders shall be notified at the latestre strictly indicative.

The opening of tenders is not public.

Other: In accordance with Article 48 of the Public Procurement Ordinance, the Department reserves the right to exclude from the procedure a tenderer who has not correctly performed his contractual obligations arising from a prior contract.
