Realization of studies by a qualified expert in polluted soil management - Framework contract

Purpose of the services: realization of studies by a qualified expert in soil management pollues - framework contract.

Main Site: Mecalys, Ecolys, Crealys and Baillonville Nord business parks

Lot 1 includes the realization of differentSoil studies by a recognized expert in the business parks of Mecalys, Ecolys, Crealys and Baillonville North.

The technical services are the same for the 2 lots, for which only the geographical location of the sites to be studied differs. the studies to be carried out include:

- the completion of comprehensive and CWBP-compliant preliminary and historical studies to identify thes potential sources of contamination,

- if potential sources are identified at the pre-study stage, completion of full orientation studies in accordance with the Reference Guide for the Orientation Study (GREO), including fieldwork, sampling and analyzes,

- if contamination is detected at the EO stage, the realization of studies-complete characterization, in accordance with the Reference Guide for the Characterization Study (GREC) including risk studies; including all field work, sampling and analyzes,

- completion of complete sanitation projects, in line with the Reference Guide for the Sanitation Project (GRPA),

- drafting of the technical clauses intended to select ahe undertaking to carry out the remediation work,

- the monitoring of the possible remediation works and the establishment of a final site in conformity with the GREF (Reference Guide for the final evaluation),

- the monitoring and monitoring of groundwater that could be requested by the administration; including sampling and analyzes.

For information, lot 1 includes approximately 109 hhas resumed now at BDES, for which a preliminary study should be commissioned very quickly. The following studies will be commissioned, if necessary, thereafter according to the results of the preliminary study. This area can be divided as follows:

- Ecolys: 30.70 ha,

- Crealys: 33.43 ha,

- Mecalys: 32.94 ha,

- Baillonville N .: 12.07 ha.

These quantities are provided in titledicative and do not in any case constitute commitments to order.

The DUME, whereby the tenderer declares that he is not in one of the situations of exclusion referred to in articles 67 to 69 of the law of 17.6.2016.

1) the tenderer must prove that he possesses resourcessufficient economic and financial resources to be able to provide the services in accordance with the requirements laid down in the technical clauses and in accordance with the payment schedule set out in these tender specifications. The following documents must therefore be provided in order to justify the financial and economic capacity of the tenderer a statement of turnover.the services to which the market refers (EO, EC, PA, sanitation monitoring), carried out over a period covering the last 3 financial years.

If for a justified reason, the supplier is not able to to provide the requested references, he is entitled to prove his economic and financial capacity by any other document considered appropriate by the contracting authority.tenderer may, where appropriate, assert the abilities of other entities, irrespective of the legal nature of the links between them and those entities.
