Specialist Plumbing Materials Framework — For Disabled Facilities

The Council is looking to award a contract for appointment onto a framework for specialist plumbing supplies. The materials to be delivered under this framework are to facilitate maintenance works to be carried out by Blackburn with Darwen in-house operations teams. This framework will replace the current arrangements for the purchase of plumbing supplies and consists of a 2-year multi-supplier, framework.
The Council is looking to award a contract for appointment onto a framework for specialist plumbing supplies. The materials to be delivered under this framework are to facilitate maintenance works to be carried out by Blackburn with Darwen in-house operations teams. This framework will replace the current arrangements for the purchase of specialist plumbing supplies and consists of a 2-year multi-supplier, framework. The 3 highest scoring tenderers will be invited to join the framework. The highest scoring tenderer shall be ranked at position 1 on the framework and the other tenderers shall be ranked in the same order so the lowest scoring tenderer shall be at position 3 on the framework. When ordering a product the Council will first always go to the supplier at position 1, if they are unable to supply the goods then the next ranked tenderer will be used. Each time a product is ordered off the framework, this will be done via the issue of a BWDBC purchase order generated via our in house Civica purchasing system. Upon the generation of a purchase order those goods will be subject to the Council terms and conditions for goods.
The Council is using the eBusiness portal known as the Chest. Applicants will need to register their details at the following link: www.the-chest.org.uk
Once registered, applicants will be emailed a log-in and password which will allow them to gain access to the documentation relating to this opportunity. Applicants will need to electronically submit their completed tender documents via the online portal by no later than 12.00 noon on 15.7.2019 as referred to in IV.2.2). Any clarification queries must also be submitted via the Chest website by the date referred to in the tender documentation.
