OP № 1 "Construction, maintenance and cleaning of the publiclandscaped landscapes - parks, gardens, interbranch spaces, neighborhood gardens and areas, street landscaping in the town of Veliko Tarnovo by regions: West region (Kolyu Ficheto district, Buzludzha district) and Old town part (hill Tsarevets, Assenov, JUP, Asenevtsi and Boruna), Zona B district, Cholakovtsi district, Western road junction, Lacoto-Arbanasi eco trail) ". The subject of-The OP includes the implementation of the following activities: construction, maintenance and cleaning of public landscaped areas - parks, gardens, inter-blocks, neighborhood gardens and areas, street landscaping in the town of Veliko Tarnovo under the following regimes: intensive, normal, periodic. Cleaning and maintenance with intensive, normal and periodic regime of the respective areas according to the city areas. Eatthe fulfillment of the order must be in accordance with the modern park planning and regulations for the construction and maintenance of the green areas, the regulations and the regulations for the types of works. The activities are carried out according to a predetermined weekly schedule by a representative of the assignor. The schedule is subject to change according to the need to carry out the work. The Contractor shall be obliged to performis in the public procurement contract to comply with the labor safety technique, the Road Traffic Act. During the execution of the contract the contractor is obliged to comply with all the normative documents concerning the performance of the service. Maintenance and cleaning regime of green areas - according to annexed appendix 1, volume of the areas - appendix No 2. Types of work are according to appendixAnnexes 3 and 4. The types of materials to be used are in accordance with Annex 5. Under the present procedure, only Lot 1 is assigned. Approximately 1 319, 66 decares of green areas and green areas in kindergartens with the volume specified in Annex 6 and green areas in nurseries with the volume specified in Annex 7.

The contractor must have a registration document forbut carrying out waste collection and transport activities, issued pursuant to Article 35, Paragraph 3 of the WMA pursuant to Chapter Five, Section II of the WMA and a foreign person, an analogous document according to the legislation of the Member State in which it is established.

When submitting the tender, the fulfillment of the requirement for the existence of a registration document for carrying out collection and transport activitieswaste pursuant to Article 35, Paragraph 3 of the Waste Management Act under the provisions of Chapter Five, Section II of the Waste Management Act shall be certified only by the indication "yes" in the EDEDOP, Part IV, Section A, under "For orders for services: special permission is required ", which is submitted by each of the participants, the members of the consortia, the subcontractors. At the conclusion of the contract for performance of the public procurement the participant, a copy of a valid registration document for carrying out waste collection and transport activities, issued pursuant to Article 35, Paragraph 3 of the Waste Management Act pursuant to Chapter Five, Section II of the Waste Management Act; for foreign equivalents. a document drawn up in accordance with the national law of the participant, issued by a competent authority of the State in which it is established. Docthe tenders shall be submitted by the participant designated as contractor or upon request in the course of the procedure in the cases of Art. 67, para. 5 and 6 of the Public Procurement Act. In the case of a grouping which is not a legal person, the requirement for registration shall be demonstrated by each participant in the grouping who will carry out the service in accordance with the distribution of the participation of the persons in the performance of the activities provided for in the contract-creating unification. If the contractor is a grouping that is not a legal entity, the registration requirement applies to the participants in the grouping who will carry out waste collection and shipment operations (according to the distribution provided for in the Association Agreement). Participants shall indicate in the tender the subcontractors and the share of the order they will assign to them if they intendto use them. Subcontractors must comply with the relevant selection criteria according to the type and proportion of the order they will perform and for which there are no grounds for disqualification.

The contracting authority does not impose requirements for the economic and financial status of the participants in the tender procedure. including, on the grounds of art. 21, para 6 of the Public Procurement Act, shall be assigned in a manner valid for their individual value. The residual value of the orderafter the separation of OP No 2-26 is BGN 4 500 000, VAT excluded. All Bulgarian or foreign natural or legal persons, including their associations, as well as any other entity entitled to perform the activities subject to the contract, under the legislation of the State in which it is established. Branch of a foreign person may be a separate subjecta tenderer in a public procurement procedure if he is able to submit offers individually and conclude contracts under the legislation of the country in which he is established. The developer removes from the procedure the participant for whom the grounds under Art. 54, para 1 and Art. 55, para 1, item 1 of the Public Procurement Act, which occurred before or during the procedure, and the contracting authority will not apply the possibility under Art. 55, para. 4 of the PPL. Apart from the grounds under Art. 54, para 1 of the Public Procurement Act and Art. 55, para 1, item 1 of the PPA, the contracting authority removes from the procedure: 1. a participant who does not meet the selection criteria or fails to fulfill another condition specified in the procurement announcement or in the documentation; 2. a tenderer who has submitted a tender which does not meet: (a) the pre-announced terms of the contract; (b)rules and requirements relating to environmental protection, social and labor law, applicable collective agreements and / or international environmental, social and labor law provisions listed in Annex 10 of the PPA; a participant who has not submitted the justification under Art. 72, para. 1 of the Public Procurement Act or whose offer has not been accepted according to Art. 72, para. 3 5 of the PPA; participants, whoare connected.5 / Participants for which there are obstacles to participation in the procedure under the Public Procurement Act under the Economic and Financial Relations Act with companies registered in jurisdictions with preferential tax regime, the persons controlled by them and their actual owners; in other cases mentioned in the documentation for participation. There is no right to participate or to represent a physical or legal oneo person in the procedure, person for whom the circumstances under Art. Art. When submitting the tender, the participant declares the lack of grounds for removal and compliance with the selection criteria by submitting the eEEDOP (according to the requirements of Article 67 (1) of the Public Procurement Act). In the case of non-legal entities, the compliance with the selection criteria shall be evidenced by the participating association and not by any of the persons included in it, except for the relevant registration, presentation of a certificate or othera condition necessary for the fulfillment of the order, according to the requirements of a normative or administrative act and according to the distribution of the participation of the persons in the implementation of the activities provided for in the agreement establishing the grouping (art. 59, para 6 of the PPA). The performance guarantee is 4.5% of the estimated value of the item excluding VAT according to the bid and is provided in one of the followingone of the following forms: 1. amount of money; 2. bank guarantee; 3. insurance that ensures performance by covering the contractor's liability. The conditions for the detention and release of the performance guarantee are specified in the Contract for the execution of the public procurement between the Contracting Authority and the Contractor. The participant designated as contractor shall choose the form of the performance guarantee itself. When he chosethe contractor is a non-legal entity, each of its members may be an ordering party for the bank guarantee, respectively an importer of the amount of the guarantee or an insurance policy holder.
