The subject of the public procurement is the purchase of natural gas for the needs of its own use and the purchase and / or sale of natural gas for the needs of balancing the transmission system of natural gas for the period of the gas year from 1.10.2018 (6:00) to 1.10.2019 (6:00).gas transmission for own use, the operator of the transmission system provides access to gas for own use, which includes the conditioning of natural gas in measuring and control stations and stations where the heating of facilities is carried out, the compressor station at the compressor stations Kidričevo and Ajdovščina, gas exhausted at performing maintenance on the transmission system; further for the operator's needstransmission system at the company's location in Ljubljana, for the needs of the operational balancing account at the border and for other purposes.

The transmission system operator, in accordance with the energy legislation, is obliged to regulate the flow-pressure conditions in the transmission system in a way that ensures safe and reliable operation of the system. For this purpose, the transmission system operator must have the conditions with the providerof natural gas selected through a public procurement order to sell or buy from the transmission system operator according to the actual flow conditions in the transmission system and according to the forecast, if necessary, natural gas.

Transmission system operator in accordance with Article 98 of the SON it uses a system balancing service to balance the transmission system, for which it concludes the contract for the rightstriving through the purchase or sale of natural gas at the connecting and / or virtual point. The contract for the procurement of the system balancing balancing service must be submitted by the transmission system operator on the basis of a transparent and non-discriminatory tender, taking into account technical and economic criteria (Article 98 of the SON). In the day-to-day balancing of the transmission system, then:

a) give priorityusing short-term standardized products before using the system leveling service,

b) using a systematic balancing service if it is more cost-effective than short-term standardized products on the balancing market.

The system balancing balancing service will also be necessary in case of a lower liquidity of the balancing market or in the absence of a gas, as this will be the caseTherefore, the transmission system operator intends to conclude a contract for the purchase of natural gas for the needs of its own use in order to ensure a high quality and balanced operation of the transmission system, as well as for a balanced balancing system for the transmission system balance for the period of the gas year from 1.10 .2018 (6:00) to 1.10.2019 (6:00)
