Public Procurement including a framework agreement for supplies and services for the use of scancars in certain communes of the Brussels-Capital Region
Reference Number: ASR-PB.A18 / 230A-F02_0
Seen parking fees are sufficiently virtualized, parking.brussels publishes specifications for the implementation of several scancars /scan-capable scooters, using ANPR cameras (Automatic Number Plate Recognition) to identify and scan the license plates of vehicles parked legally in each of the municipalities for which parking.brussels preste.
Main Site: Brussels
L The agency has many parking stewards who issue fees. Currently, they still do it in the way, this means with personal digital assistant (PDA), on foot, scanning license plate after license plate, verifying whether there is a parking fee (digital or not), and possibly depositing a fee. Parking control is performed using Android devices. Wherever possible, the number plates are checked numericallyAmerica; digital parking rights are indeed already relatively numerous.
Today, many technological evolutions, for example, the payment by app in the framework of the BIPaSS project, the virtual parking cards, the vouchers SMS, the time stamps smart, etc. allow these controls to be done otherwise. In the municipalities managed by the parking agency, the digitization rate is sufficient to allow control via a scancar: the authorizations are numerical, the payment by app and SMS is possible, and in some communes there are timestamps with keyboard that can communicate with databases of rights BIPaSS digital parking. The tracking of the royalties written is currently done in Sigmax Citycontrol-for a temporary period and will be done afterwards in SAP. The management of parking cards is currently done in be-mobile and will soon be integrated in Bipass via the extenso software. * Since the parking rights are sufficiently virtualized, parking.brussels publishes a specification for the implementation of several scancars / scan-capable scooters, using ANPR cameras (Automatic Number Plate Recognition) to identify and scan the registration plates of legally parked vehicles in each of the municipalities for which parking.brussels are required. Option required parking.brusselsrequest to take a picture of the environment as well as a photo of the windshield. The latter must be of sufficiently good quality to be able to judge possible rights parking on paper (eg a disabled parking card). The goal is to set up a deskforce in which a collaborator, based on the data provided by the scancar, can decide if a control by a follower is necessary. It should also be possible to ignore this deskforce system and only work with scancars / scanscooters andFollowers.
It should also be possible to have different types of monitoring in different areas (for example, in a commune only the deskforce, in another commune a deskforce followed by followers who or not the fee on the screen- For these 'followers', it is also necessary to provide, within the framework of the same market, PDAs which make it possible to establish royalties. These PDAs-must also be able to be used by stewards who carry out foot checks, according to the method as described above.
