According to stiperilor art. 193 of Law 98/2016, the contracting authority will accept the preliminary proof as part of the DUAE (Single European Procurement Document) bids instead of the required documents for the demonstration of the qualification requirements, including the exercise capacity. DUAE can be downloaded for completion and submission at https://ec.europa.eu/growth/tools-databases/espd/filter (instructions for completing DUAE are available at www.e-licitatie.ro). Prior to the award of the framework agreement, the contracting authority will request the bidders placed on the first three places to submit the up-dated supporting documents demonstrating that all the qualification criteria are met, according to the information contained in the DUAE.

DUAE will be submitted, -as well as by the third party supporter / subcontractors; 6) A certificate of fiscal attestation issued by the Financial Administration Operators will submit these certificates during the evaluation as updated supporting documents demonstrating the fulfillment of the qualification criteria according to the information contained in the DUAE, and they must testify to the lack of outstanding debtat the moment of their submission; 7) Taxation certificate for legal persons regarding local taxes and local revenues and other local budget revenues - issued by the mayoralties The operators will submit these certificates during the evaluation as updated supporting documents demonstrating the fulfillment of the criteria qualification according to the information in DUAE, and they must attest to the absence of overdue debts at the time of their deposit. Note: Tenderers, third-party suppliers and subcontractors should not find themselves in the situations referred to in Art. 164, 165, 167 of Law no. 98/2016 and art. 60 of Law 98 / 2016.

Note: The certificates required in this section may be presented in any of the following forms: Original / copy lizThe method by which the fulfillment of the requirement can be demonstrated: The DUAE will be completed by the economic operators participating in the award procedure with the information related to their situation.
