Delivery of stationery and office accessories for the National Technical Institute of Pleven in separate lots

The subject of the present public procurement contract is the delivery of stationery and accessories for the office of TP to NSSI - Pleven according to separate lots, as follows:

Main Site: Админис8 - Ivan Mindilikov Square - Lot No. 1 - Delivery of stationery and office accessories according to Annex № 1 to the Technical Specifications.

As of the day of submission of the offer, each a participant in the procedure shall be obliged to submit samples for all stationery items under Lot No 1 with the following exceptions:Product 59 "Magnetic board with aluminum frame - white, size 90x60 cm" and item 60 "Magnetic board with aluminum frame - white, size 90х60 cm" no samples are presented, the participant proving their conformity with the specified characteristics with photographs, documents and / or certificates,

- item 49 "Envelopes postal - secret 23/32 cm, self-adhesive with strip, format C 4, white, with window and inscription - according to a sampleof the National Technical Inspectorate - Pleven "- the assignor provides a sample on request by the potential participants, on the basis of the presented sample, the potential participants will be required to draw up a sample of the item to be presented together with all other samples of stationery and office accessories. be used by the assigned person for opening, viewing, evaluating, and rankedis the commissions to assess the conformity of the items proposed by the participant and to check the conformity of the delivered by the participant selected as contractor with the requirements of the contracting authority. When performing the visual inspection, the commission will not violate the integrity of the sample and its packaging.

The Contracting Authority does not impose requirements on the fitness of the professionThe assignor does not impose requirements for economic and financial condition.

The assignor removes from participation in the procedure a participant for whom the grounds for elimination occur before or during the procedure related to the personal condition of the participants under Art. 54, para. 1 and Art. 55, para. 1, item 1 of the PPL when:

1. has been convicted by a verdict in force unless he is rehabilitatedIran, for a crime under Art. 108a, Art. 159a - 159d, Art. 172, Art. 192a, Art. 194-217, Art. 219-252, Art. 253-260, Art. 301-307, Art. 321, Art. 321a and Art. 352 - 353f of the Penal Code; has been convicted by a judgment which has the force of res judicata, unless he is rehabilitated, for an offense analogous to that referred to in paragraph 1 to another Member State or third country; there are obligations for taxes and compulsory insurance contributionsand within the meaning of Art. 162, para. 2, item 1 of the Tax and Social Insurance Procedure Code and the interest thereon to the state or to the municipality at the headquarters of the contracting authority and of the candidate or participant or analogous obligations established by an act of a competent authority under the legislation of the state in which the applicant or the participant is established unless a rescheduling, deferral or security is allowedthe obligation or obligation is by virtue of an act which has not entered into force; there is inequality in the cases under Art. 44, para. 5 of the Public Procurement Act; has been found to have: a) submitted a false document related to the verification of the lack of grounds for removal or fulfillment of the selection criteria; b) has not provided the required information related to the verification of the lack of basicremoval or fulfillment of the selection criteria; is found by an enforceable penalty or a court decision violation of Art. 61, para. 1, Art. 62, para. 1 or 3, Art. 63, para. 1 or 2, Art. 118, Art. 128, Art. 228, para. 3, Art. 245 and Art. 301-305 of the Labor Code or Art. 13 para. 1 of the Labor Migration and Labor Mobility Act or similar obligations established by the-an act of a competent authority under the law of the country in which the applicant or participant is established; there is a conflict of interest that can not be eliminated; has been declared insolvent or is in bankruptcy proceedings or is in liquidation proceedings or has concluded an out-of-court agreement with its creditors in the sense of Art. 740 of the Commerce Act, or has been suspendedand where the applicant or tenderer is a non-resident - is in a similar situation arising from a similar procedure under the law of the State in which he is established. The grounds under item 1, item 2 and item 7 refer to the persons who represent the participant or the candidate, the members of the management and supervisory bodies and other persons who have the power to exercisecontrol of decision-making by these bodies. These persons are specified in Art. 40 and Art. 41 of the RSPC. The grounds under item 3 do not apply when:

1. it is necessary to protect particularly important state or public interests; the amount of unpaid taxes or social security contributions is not more than 1 per cent of the total annual turnover for the last completed financial year.-The assignor removes from the procedure any participant for whom one of the grounds under Art. 107 of the Public Procurement Act and Art. 69, para. 1 of the Law for Counteracting Corruption and for Removal of Unlawfully Acquired Property. The assignor shall remove from the procedure any participant for whom the circumstances under Art. 3, item 8 of the Economic and Financial Relations with Companies Act, regin the preferential tax jurisdictions, the persons controlled by them and their actual owners, unless the exception under Art. 4 of the same law. The assignor shall remove from the procedure any participant for whom the circumstances under Art. 59, para. 1, item 3 in connection with - 2, para. 1 of the Supplementary Provisions of the Law on Measures against Money Laundering (LMML)
