The consultation is conducted through an open tender pursuant to sections 25-i-1, 66, 67 and 68 of the Order n 2016-360 of 25.3.2016 relating to public markets. The present march gives rise to an ordinary market. Applicants must submit a basic offer for a-transport service with a traditional energy vehicle and, pursuant to article 58-ii of the Public Procurement Decree No. 2016-360 of 25.3.2016, applicants must submit a variant imposed by the contracting authority. The required variant is for a transport service with an electric vehicle. Applicants must therefore provide a proposal for the offer of base and for the imposed variant.

The consultation is passed by open tender in application of articles 25-i-1, 66, 67 and 68 of the decree n 2016-360 of the 25.3.2016 relating to the public markets. The present march gives rise to an ordinary market. Applicants must submit a basic offer for a transport service with a traditional energy vehicle and, in accordance with Articlee 58-ii of the decree n 2016-360 of 25.3.2016 relating to the public markets, the candidates must submit a variant imposed by the contracting authority. The required variant is for a transport service with an electric vehicle. Applicants must therefore provide a proposal for the basic tender and for the variant imposed.

Applications and tenders must reach the contracting authority before the deadline indicated in this notice. They are transmitted electronically on the probuyer wire from the contracting authority (http://www.marches-publics.info/accueil.htm). Applicants must submit all the tender documents required by Article 5-1-2 of the Rules of the Consultation, namely:

1) an act of commitment completed, dated and signed;

2) the 2 decompositions of the prize global and lump sum, date and signed for the basic offer and for the variant;

3) a memory-technique to assess the technical value of the retail offer including the following:

- the implementation of the call center and its daily operation,

- the vehicle or vehicles made available for the performance of services by detailing in particular their technical characteristics (number of places, functionalities, accessories, energy consumption, ...) and in ovenning photographs of the vehicle (s),

- the environmental and energy performance of the vehicles,

- the design and delivery times of the information documents, the performance of which is carried out by the service provider (flyers and passenger information for '' stops ''.

The technical merit criterion will be rated according to the following 3 sub-criteria (45 points):

1) ps-criterion 1: quality of vehicles proposed (20 points):

- technical characteristics,

- noise pollution,

- aesthetic quality;

2) sub-criterion 2: environmental and energy performance of vehicles (15 points);

3) sub-criterion 3: quality and relevance of the means implemented to ensure the functioning of the call center (out of 10 points). The price criterion will be note on 50points. The deadline for design and delivery of media will be note on 5 points.
