The content of the service to be awarded is the procurement of a new TETRA digital digital radio system with delivery, set-up, commissioning, testing, acceptance and on-site documentation Airport BER and SXF as factory. (see also II.2.4).

The Systemtechnik must contain at least the components listed below.

- TAIRA TETRA Server incl. licenses for 3, 000 subscribers, 13 total subscribers, dual homing, dual homing client, 230 V / 48 V power supply, - Configuration and Data Distribution (CDD) with Licenses,

- TETRA Connectivity Server (TCS) with licenses,

- TETRA Voice Gateway (TVG) with licenses,

- TK Gateway incl. All Llicenses for 10 simultaneous calls,

- Base Station TB3 with 8 carriers,

- Base Station TB3 with 4 carriers.

Please note that the base station has 6 separately demodulating receivers per receiving unit. The noise of the individual receivers should not add up.

- Network Management System Element Monitor ElMo with DWS M-IP,

- system connection TetrapolTETRA for at least 10 radio groups,

- Project services including transport, installation, commissioning, integration, acceptance, documentation,

- OPTIONAL: Participant Management Tactilon Lite with licenses.

The scope of services will include as a basis for all components:

- Delivery System technology,

- Mounting TETRA radio system and manufacturing system network,

- Commissioning TETRA Funksystem,

- Participation Integration of third party systems to TETRA radio system,

- TETRA test radio system,

- acceptance,

- Documentation of all system components, total system, interfaces, etc.

For the duration of the migration (about January 2020 to early 2021) between the old Tetrapol and the new TETRA radio system, a system network must be established. This must be the communication between users of beensure radio systems. At least 10 definable call groups of the Tetrapol system must be able to communicate with 10 definable call groups of the TETRA system, without any functional or qualitative restrictions.

The system network serves to maintain the communication capability, in particular of the vehicle fleet, since these do not convert at the same time to the new radio systemThe decision for the system technology of the company AIRBUS for the renewal of the bus radio system at the campus BER is justified by a market analysis and radio network planning. This technology currently offers the AG as the only manufacturer on the market TETRA system technology which base stations with at least 6 separate demodulating receivers per TETRA channel assembly atwhich the noise components of the individual receivers do not add up. Only with this it is possible to provide the complex requirements of the building radio system at the campus BER with a sufficient radio quality and to realize the needs of the comprehensive radio coverage inside and outside the building of the AG.

In the view of the AG there is the use of other SyA very high risk that due to interface conflicts or compatibility problems, the building radio technology in the area of the airport building at the airport SXF, BER is not operational and thus the flight / passenger traffic is exposed to considerable additional risks. To reduce any risk of system failure and thus to reduce any risks fuTherefore, for air traffic and for passengers at SXF and BER airport, the incorporation of the Airbus Secure Land Communications GmbH brand name is absolutely necessary, as only this brand could guarantee 100% functionality in the radio network planning carried out.

(Further Services to the radio system will be sold separately as lots for the tenderannt given and are not part of the service to be awarded here: control centers and tower communication, support TETRA system, support control centers and tower communication).

The following information / explanations / evidence are from the applicants (the term applicant is also synonymous for Applicant Communities (BewGe)) or of each member of the BewGe and of all for theSubcontractors (NU) / subcontractors. A reference to earlier applications / offers is not sufficient. Foreign applicants are allowed to submit comparable evidence. Insofar as requests for further information are required, the Applicant agrees to provide evidence of demand, but at the earliest before submission of the contract.

BewGe have in the abovea statement in text form or as an attachment to the BewGe statement: All members of the BewGe or the representative of the BewGe must declare that the education does not constitute a violation of - 1 GWB. In addition, the members of BewGe or their representative must explain to what extent the respective company wEconomically expedient and commercial reasons not to compete alone.

5) Applicants may use the skills of other companies (third parties / subcontractors / affiliated companies) as proof of their economic, financial, technical and professional capacity (suitability) regardless of the legal Charakter`s connections between him and these companies.

To prove his eligibility, the candidate must name these third parties in his application for participation and, as described in para. III.1) of this Notice to third parties to the extent that it relies on its abilities. With the application for participation is the proof to heprovide him with the necessary means to provide the services (eg letter of commitment). Insofar as the applicant refers to third parties as proof of suitability, he has in his application for participation the same as in para. xxx to provide this information / declarations / evidence.

The WG shall provide the form Nac6) If a confidentiality agreement is required and attached to the participation documents, it must be returned in full with the application to participate.

The AG reserves the right to request or request further documents.

3) Applicants must note that the TNA must be completed in full. The TNA is to be completed either by all members of a BWG or by the authorized representative. If an authorized representative acts, the powers of the members of the BWG are to be attached.

4) The TNA u. their attachments must be submitted in German. The transfer must be made using the functionality of the allocation platform with explicit reference to the file number EA-2019-0273 (submission by the deadline at the designated contact point, the transmission in paper form or other electronic form is not permitted). They are the ones on the tendering platformThe AG is entitled to request the presentation of originals or other documents in the event of concerns regarding the suitability of the applicant.
