Replacement and upgrade of Sirius

Framework agreement for licenses, maintenance (support and updates) and training for the integration of a telecom network management solution (fiber optics) within the Infrabel application systems.

Infrabel - ICT seeksa new system for managing its fiber optic network. The current system developed internally knows some limitations, such as an Oracle Forms user interface that will soon be supported.

Currently Sirius has a hundred users to which it will be necessary to add twenty designers drawing offices as the geometry will also be managed daIn the new system, on the one hand, the new system combines the management of the topological connectivity of cables, sections, fibers and customer connections. With this one one wishes to be able to make adaptations in a consistent way and to manage the cables and xWDM connections. On the other hand, the new system must be able to contain the geometry. If there is a division into a trenchee (trench), tube (duct) and cables, the geometry can be transmitted from one level to another using relationships.

In addition, the system must contain other features such as the possibility of:

- making reports,

- realize planning and implementation including version management for adaptations in fiber optic network,

- plan new cables with a position-and change the structure of the existing fiber optic network. A version management must be possible,

- organize the maintenance of a history of the optical paths,

- manage the (the link between an ODF and a machine),

- have a measurement module for the determination of the location cable cuts.

Then it is necessary that the new system makes the link with other appsuch as SAP, Network Objects (which links optical cables to the underlying network) and Infrabel's Webviewer GIS application.

There are also additional requests that are not detailed.

The table in the appendix summarizes the desired functions. It is possible that this list will evolve again until the publication of the specifications.

The contract must resumere, for a period of 8 years, the cost of licenses, maintenance (support and updates) and functional and technical training on the proposed solution.

Economic operators may reuse a Single European Market Document which has already been used in-an earlier procedure, provided that they confirm that the information contained therein is still valid.

The contracting authority may require candidates and tenderers, at any time during the procedure, to provide all or part of the supporting documents, if this necessary to ensure the smooth running of the procedure.

Economic operators are not required tosubmit supporting documents or other supporting documents where and to the extent that the contracting authority has the opportunity to obtain directly the relevant certificates or information by accessing a national database in a Member State which is accessible free of charge, such as a national register of public markets, a virtual enterprise file, a system ofe electronic storage of documents or a prequalification system.

Economic operators are not required to submit supporting documents when the contracting authority already has these documents in its possession following a market or a framework agreement concluded previously, and provided that the economic operators concerned identify in their application for participation or in-offers them the procedure in which the said documents have already been provided and provided that the information and documents mentioned still meet the requirements.
