Extending the Eduroam network

The subject matter is the expansion of the Eduroam wireless network in the facilities of the Ordering Party in Warsaw and Płock. Zamowiedoes not include the supply and installation of equipment for the needs of a wireless network ie:

The subject is the expansion of the Eduroam wireless network in the facilities of the Ordering Party in Warsaw and Płock. The order includes the delivery and assembly of equipment for the needs of a wireless network, ie:

a) access point network infrastructure 420 pcs;

b) controller for wireless networksj with licenses (if necessary) 2 pcs;

c) skeleton switch, 3 pcs;

d) power over ethernet switch, 16 pcs;

e) 24-port power over ethernet switch, 18 pcs .;

f) 12-port power over ethernet switch, 18 pcs;

g) DHCP and DNS server with 4 pcs software;

h) authorization server along with licenses and software of 1 item;

i) server managementusing a wireless network with licenses and software of 1 item;

j) construction of cabling for the needs of a wireless network;

k) minimum 36-month maintenance service as part of the guarantee defined in paragraph 3 SIWZ and Description of the subject of the order.

Detailed description of the subject of the order - Annex No. 10 to the ToR.

The contracting authority does not impose a condition regarding the ability to conduct professional activitiesj.

In terms of economic and financial situation, the Employer requires that the Contractor should demonstrate that he has financial resources or creditworthiness in the amount of min. PLN 2, 000, 000.00 (in words: two million zlotys).

Values provided in documents confirming fulfillment of a condition in currencies other than PLN (PLN), the Economic Operator will calculate according to the average NBP exchange rate (Table A) as at the date of issue of the document.the tenders and information on statements and documents to be provided by the contractor to confirm compliance with the conditions for participation in the proceedings and to demonstrate the absence of grounds for exclusion have been included in paragraph 6 SIWZ. Contractors can apply for the award of the contract, who:

a) are not subject to exclusion pursuant to art. 24 sec. 1 point 12 23 PPL;

b) are not subject to exclusion on grounds oftawie art. 24 sec. 5 points 1 and 8 PPL;

c) meet the conditions for participation in the proceedings specified in art. 22 par. 1 point 2) PPL regarding: competence or entitlements to conduct a specific professional activity, if it results from separate regulations: not applicable to the order; economic or financial situation: applies to the order; technical or professional capacity: applies to ordersordering communication between the Employer and Contractors is carried out using means of electronic communication:

a) miniPortal (https://miniportal.uzp.gov.pl);

b) ePUAP (https://epuap.gov.pl/wps/portal); and

c) electronic mail (zp.ci@pw.edu.pl).

Wykonawca intending to take part in the proceedings for grantingthe public order must have an ePUAP account. The contractor holding an account on ePUAP has access to the following forms: submission, modification, withdrawal of the offer or application and to the communication form. Technical and organizational requirements for sending and receiving electronic documents, electronic copies of documents and statements as well as information provided using them are described in Regulaminie using the miniPortal and the ePUAP Regulations (regulations available on the pages of the miniPortal and ePUAP).

Maximum size of files sent via dedicated forms for: submission, modification, withdrawal of the offer or application and for communication is 150 MB. The offer must be prepared in Polish, while maintaining the electronic form in the format of data: pdf, doc, docxand signed with a qualified electronic signature.

The method of submitting the offer, including the encryption of the offer, is described in the Regulations of using the miniPortal. The offer must be submitted in the original. The offer must be accompanied by the Single European Order Document in an electronic form with a qualified electronic signature, and then together with the files constituting the offer to be compressed toone archive file (ZIP). The date of submitting naePUAP shall be the date of submitting the offer, applications, notifications, electronic documents, declarations or electronic copies of documents or statements and other information. The identifier of the proceedings and the public key for a given procurement procedure is available in the List of all proceedings on the miniPortal and wasin and an attachment to this ToR. The process of submitting the offer and the declaration of EED and other declarations and documents has been described in detail in para. 8 SIWZ.

Contents of the offers and information on statements and documents to be provided by the contractor to confirm compliance with the conditions for participation in the proceedings and demonstrating the absence of grounds for exclusion:

1) offer according to Annex 1 toSIWZ;

2) Price form assortment according to Annex No. 1 to the offer;

3) appropriate power of attorney (a) if the authorization to sign the offer does not result directly from the excerpt from the relevant register Contractor`s attachment;

4) valid as of the date of the offer submission a statement, constituting a preliminary statement on the lack of grounds for exclusion and fulfillment of the conditions for participation in the proceedingsin the form of a single European order document, referred to in Article 10a para. 1 Pzp (hereinafter referred to as EAT) according to Annex 2 to the ToR. The single European Order Document in electronic form with a qualified electronic signature should be attached to the offer, and then together with the files constituting the offer, the archive should be compressed to one file (ZIP file) and sent inwith the miniPortal (https://miniportal.uzp.gov.pl).

Attention! EAT should be, under pain of nullity, submitted in electronic form and with a qualified electronic signature. The Ordering Party informs that the Contractor, when filling out the statement on the EAT form, may also use the tool available at ec.europa.eu/growth/tools-databases/espd

Note! Where youIn order to meet the conditions of participation in the proceedings, the con- tractor is based on other entities, then the entities also submit a statement constituting a preliminary statement on the lack of grounds for exclusion and fulfillment of the conditions for participation in the proceedings submitted in the form of a single European document referred to in Art. 10a para. 1 Pzp (hereinafter referred to as EED);

5) commitment of another entityhere to make available resources to confirm compliance with the conditions of participation in the proceedings by the Contractor, if it relies on technical or professional ability or economic or financial situation of other entities which must include in particular: scope of resources of another entity available to the Contractor; the manner of using the resources of another entity, by the Contractor, atcompleting the public order; scope and period of participation of another entity when performing public order; whether the entity, on the capacities of which the Contractor relies, in relation to the conditions of participation in the proceedings concerning education, professional qualifications or experience, will carry out the work the indicated abilities refer to; the offer should be accompanied by the undertaking of another entity according toNo. 3 to SIWZ;

6) Contractor, within 3 days from the date of placing by the Employer of the information on the website, referred to in paragraph 11 point 10 of the Terms of Reference, provides the Employer with a declaration of belonging or non-affiliation to the same capital group as referred to in art. 24 sec. 1 point 23 Pzp. In the case of affiliation to the same capital group, the Contractor may PLNAnnounce along with the declaration documents or information confirming that connections with another Contractor do not lead to distortion of competition in the contract award procedure according to Annex 4 to the ToR.

In order to confirm that the Contractor and other entity providing the Contractor technical or professional capacity or financial situation or economic is not subject to exclusion from the proceedings, Wthe contractor submits n. documents and statements:

a) information from the National Criminal Record in the scope specified in art. 24 sec. 1 items 13, 14 and 21 of the PPL, issued not earlier than 6 months before the deadline for submission of tenders, the Contractor`s annex;

b) certificate of the competent head of the tax office confirming that the contractor is not in default of paying taxes, issued not earliermore than 3 months before the deadline for submitting bids or applications for admission to participate in the proceedings, or other document confirming that the contractor has concluded an agreement with the competent tax authority regarding repayment of such receivables with possible interest or fines, in particular obtained the legally required exemption, postponing or spreading overdue payments into installmentsor suspension of the execution of the decision of the competent authority in its entirety by the attachment of the Contractor;

c) certificate of the relevant local organizational unit of the Social Insurance Institution or Agricultural Social Insurance Fund or other document confirming that the contractor is not in arrears with paying social security or health insurance contributions, issued not earlier than 3 monthsbefore the deadline for submitting bids or applications for admission to participate in the proceedings, or other document confirming that the contractor has concluded an agreement with the competent authority regarding repayment of such receivables with possible interest or fines, in particular he obtained the legally required exemption, postponement or payment in installments overdue payments or full suspension inperforming the decision of the competent authority, the Contractor`s annex;

d) a copy from the relevant register or from the Central Register and Information on Economic Activity, if separate regulations require an entry in the register or records, in order to confirm the absence of grounds for exclusion under Art. 24 sec. 5 point 1) Pzp the Contractor`s annex;

e) the Contractor`s statement that he has not been issued with a valid oneabout the court`s decision or the final administrative decision about defaulting taxes, fees or social security or health insurance premiums, or in the event of issuing such a verdict or decision documents confirming the payment of these receivables together with any interest or fines or entering into a binding agreement regarding repayment of such receivables declaration Executionawcy according to Annex 7 to the ToR;

f) declaration of the Contractor about the lack of a ruling against him as a preventive measure for the prohibition to apply for public orders according to Annex 7 to the SETC;

g) the contractor`s statement on not paying taxes and local fees, referred to in the Act of 12.1.1991 on local taxes and charges (Journal of Laws of 2016, item 716) as per Annexand No. 7 to the ToR.

In order to confirm that the offered deliveries meet the requirements specified by the Ordering Party, the Contractor will submit:

a) a technical description of the devices and licenses offered according to Annex 8 to the SETC;

b) a document confirming that the service company has ISO 9001 for the provision of maintenance services or an equivalent standard for the provision of maintenance services under the guarantee Annex Iinterested persons;

c) a document confirming that the processor reaches the Contractor`s order required in the SPECINT_rates2006 test required by the Awarding Entity.

If the Contractor is established or resides outside the territory of the Republic of Poland, instead of the documents referred to in paragraph 6 point 7 item 7.2) SIWZ:

a) lit. (a) submit information from the relevant register or, in the absence of such registrationstru, another equivalent document issued by a competent judicial or administrative body of the country in which the contractor has its registered office or place of residence is a person who is the subject of information or a document, to the extent specified in art. 24 sec. 1 items 13, 14 and 21 PPL;

b) lit. b) d) submit a document or documents issued in the country in which the Contractor has a registered office or place of intentwhich confirms that: - it is not in arrears with paying taxes, fees, social security or health insurance contributions or that it has entered into an agreement with the competent authority regarding repayment of such receivables with possible interest or fines, in particular it has obtained the legally required exemption, postponement or spreading overdue installments into installments or suspending the entire executiondecision of the competent authority, - its liquidation has not been opened or bankruptcy announced. Documents referred to in paragraph 6 point 8 lit. a) and b) second indent of the SIWZ, should be issued not earlier than 6 months before the deadline for submission of tenders.

Document referred to in paragraph 6 point 8 lit. b) first indent, it should be issued not earlier than 3 months before the expiry of that period.

If in the country in which the Contractor has his registered office or place of residence or place of residence has the person concerned, the documents referred to in paragraph 6 point 8 of the ToR, it is replaced by a document containing a statement from the Contractor, indicating the person or persons authorized to represent it, or a statement of the person to whom the document was to be referred, before a notary or before a judicial, administrative or professional self-regulatory or economic authority competent for the place of residence or place of residence of the contractor or place of residence of that person. The provision of para. 6 point 9 of the ToR shall be applied accordingly
