Maintenance of flood embankments at the Regional Water Management Board in Warsaw

The subject of the contract is maintenance of flood embankments located in the Regional Water Management Board in Warsaw (province Masovian, Kuyavian-Pomeranian, Ł-dź, Silesian, Świętokrzyskie, Warmian-Masurian Voivodeship, Lubelskie Voivodeship).

Double conservation of right bank flood embankment Wisła on the section Jabłonna Nowy Dwor Mazowiecki (commune Jabłonna, poviat of Legionowski, commune Nowy Dwor Maz., Poviat of Nowy Dw-r, Mazowieckie voivodship) and the left-hand section on the section Burakow-Nowy Kazuń (Łomianki commune, West Warsaw poviat, commune Czosnow, nowodworski poviat, Masovian voivodeship). Leveesare located in the Management of the Catchment in Warsaw, in the Water Supervision in Warsaw.

The main maintenance works are works such as mechanical and manual mowing of the embankment and crown of the embankment, manual cutting of bushes, raking and chipping of manually harvested lichen and bushes.

Contractor before commencing and maintenance - will be obliged to secure environmental supervision, consisting ofo on a single inspection of the embankment and the embankment`s crown for the presence of animal nests covered by species protection and for the occurrence of protected plant species.

1. Detailed infoterms regarding the subject of the order, information clause from art. 13 GDPR, regarding the processing of personal data, conditions for participation in the procedure, grounds for exclusion, list of required statements and documents necessary to conduct the procedure, including those required to confirm the lack of grounds for exclusion from the procedure and to confirm compliance with the conditions for participation inprocedure, list of required attachments submitted with the offer, draft contract, information about the bid bond and other information regarding the procurement procedure is included in the order document Specification of Essential Terms of Order (SIWZ).

2. The contracting authority envisages the use of the procedure referred to in art. 24aa section 1 of the Public Procurement Law

3. The Awarding Entity does not envisage granting fromamovations referred to in art. 67 section 1 item 6 of the Public Procurement Law

4. The contracting authority requires a deposit to be lodged before the bid submission deadline in the amount specified in the additional information for each part of the contract in point II.2.14) of this notice and in point 6 of the ToR.

5. Grounds for exclusion: Contractors who meet the conditions for participation in the procedure, as set out in point II, may participate in the procedureI.1.3 of the announcement and in point 4.1.1 of the ToR, who are not subject to exclusion from the contract award procedure in the circumstances referred to in art. 24 paragraph 1 points 12-23 and para. 5 points 1 and 8 of the PPL Act

6. In order to confirm the lack of grounds for exclusion from the procedure, the Contractor will be required to provide the Employer with the following statements and documents:

I. Single European Document Zammunition (EAT) in electronic form, provided with a qualified electronic signature, containing the Contractor`s current statement as at the date of submission of tenders on meeting the conditions for participation in the procedure and on not being subject to exclusion, submitted together with the offer;

II. in accordance with art. 24 paragraph 11 of the Public Procurement Law: statement on belonging or not belonging to the same capital group, aboutore referred to in art. 24 paragraph 1 point 23 of the PPL Act within 3 days from the date of posting on the website the information referred to in art. 86 section 5 of the Public Procurement Law;

III. at the request of the Employer (applies to the Contractor whose bid is the highest rated):

a) information from the National Criminal Record in the scope specified in art. 24 paragraph 1 item 13, 14 and 21 of the PPL Act, issued not earlier than 6months before the deadline for submission of bids,

b) an excerpt from the relevant register or from the Central Register and Information on Economic Activity, if separate provisions require an entry in the register or register in order to confirm the lack of grounds for exclusion pursuant to art. 24 paragraph 5 item 1 of the PPL,

c) a certificate from the competent head of the tax office confirming that the contractor has notis in arrears with payment of taxes, issued not earlier than 3 months before the deadline for submission of bids,

d) certificate of the competent organizational unit of the Social Insurance Institution or Agricultural Social Insurance Fund or other document confirming that the contractor is not in arrears with payment of social security or health insurance contributions, issued no earlier than3 months before the deadline for submitting offers. Purchaser, acting on the basis of art. 93 item 1a point 1 of the Public Procurement Law, provides for the possibility of annulment of the contract award procedure if the funds which the contracting authority intended to spend on financing all or part of the contract were not awarded to himnot.
