The object of the order is to build the headquarters of the Museum of "Memory and Identity" named after St. John Paul II in Toruń in the design formula to build (hereinafter the "Museum"). The task of the contractor is to design in the scope of the detailed design and to build a complete object of the museum-auditorium and scientific-construction complex including internal installationsconnections, elements of permanent and mobile equipment, lighting, elements of land development and roads, car parks and sidewalks and other elements necessary to obtain a decision on the use permit and the proper functioning of the facility in accordance with its intended use. The detailed description of the order is defined by:

Main Site: Toruń, Poland

1. Subject fromThe building of the Museum of "Memory and Identity" of the name of St. John Paul II in Toruń in the design formula, build (hereinafter the "Museum") is to be established. The task of the contractor is to design in the scope of the detailed design and to build a complete object of the museum and auditorium and scientific-construction complex including internal installations, connections, elements of fixed and mobile equipment, lighting, elements of land development and roads, car parks and sidewalks and other elements necessary to obtain a decision on the use permit and the proper functioning of the facility in accordance with its intended use.

2. The subject of the orders includes in particular:

2.1. preparation of technical documentation specified in the Contract Specimen along with obtaining on behalf of the Orderall arrangements, conditions, decisions, opinions, etc.,

2.2. execution of construction works according to the executive design approved by the Contracting Authority and obtaining all consents and permits enabling obtaining a decision on the permission to use the resulting Museum building and obtaining on behalf of the Awarding Entity a decision on the permission to use the Museum building

2.3. building equipmentat the Museum specified in the Functional Program (Annex 8 to the Terms of Reference),

2.4. training of the Employer's staff in the field of automation and maintenance as well as the principles of proper use of the Museum's building and equipment. The Contracting Authority provides for the announcement of a competition for the design of a museum exhibition.

4. The order was divided into 8 acceptance stages:

4.1.I Stage: Preparatory works related to the preparation of the construction site piling (indirect foundation),

4.2. Stage II: Preparatory works related to the preparation of construction of aboveground parts condition "0";

4.3. III Stage: Development of the detailed design;

4.4. IV Stage: Implementation of the interior design project with technical solutions;

4.5. V Stage: Construction works - open stateyou;

4.6. VI Stage: Execution of construction works - unfinished closed condition,

4.7. VII Stage: Execution of construction works - general construction and installation finishing with permanent and movable equipment as well as execution of all elements of land development completed with the signing of the technical acceptance protocol,

4.8. VIII Stage: Handing over the subject of the order to the Ordering Party after obtaining pby the contractor of the decision on the use permit concluded with the signing of the final acceptance protocol.

5. The detailed description of the order is defined by:

5.1. Functional and Functional Program - Annex 8 to the ToR,

5.2. Construction design - Annex No. 5 to the ToR,

5.3. Building permit - attachment No. 6 to the ToR,

5.4. Executive design of state "0" enclosure 7 to SIWZ; - 5.5. Contract template will attachNo. 3 to SIWZ.

6. Award procedure: The proceedings are conducted on the basis of the provisions of the PPL, under an open tender procedure (defined in Article 39 of the PPL and subsequent acts).

7. Deadline for ordering: 100 weeks counting from the date of conclusion of the Agreement, including:

7.1. Stage I: up to 6 weeks;

7.2. Stage II: up to 16 weeks;

7.3. Stage III: up to 17 weeks;

7.4. Stage IV: up to 8 weeks from adoption by Zaexecutive designing project;

7.5. Stage V: up to 36 weeks;

7.6. VI Stage: up to 45 weeks;

7.7. VII Stage: up to 70 weeks;

7.8. VIII Stage: up to 100 weeks.

Due to the limitation of the number of signs in this field, it is not possible to provide detailed information describing the Order. Detailed information describing the Order can be found in the ToR and annexes to the ToR, including in the followingdocuments:

1. Functional and Functional Program - attachment No. 8 to the ToR,

2. Construction design - Annex No. 5 to the Terms of Reference;

3. Building permit - attachment No. 6 to the ToR,

4. Executive design of state "0" appendix No. 7 to the ToR,

5. Contract template appendix No. 3 to the ToR.

The contracting authority does not set the conditions for participation in the selection procedure or criteria regarding the competences of the contractor or authorizationscontractors to conduct a specific professional activity.

1. Contractors may participate in the procurement procedure, who are not subject to exclusion from the procurement procedure for reasons specified in art. 24 sec. 1 PPL.

2. The Contractor shall attach to the offer, taking into account the provisions of point 6.6. SIWZ: valid as of the day of submitting the offers in the form of a Uniform FormThe information contained in the EED is a preliminary confirmation that the contractor is not subject to exclusion and meets the conditions for participation in the procedure.

3. designated - not shorter than 10 days, valid as at the day of submitting the statementsor documents confirming the circumstances referred to in art. 25 ust. 1 point 1) and 3) PPL, i.e., among other things, declarations and documents confirming the absence of grounds for exclusion referred to in art. 24 sec. 1 PPL:

3.1. Information from the National Criminal Register in the scope specified in art. 24 sec. 1 point 13), 14) and 21) PPL, issued not earlier than 6 months before the deadline for filing byfert

3.2. The contractor's statements about the lack of a final court judgment or final administrative decision on default of taxes, fees or social security or health insurance premiums or in the event of such a verdict or decision - documents confirming the payment of such claims together with any interest or fines, or inclusionbinding agreement regarding the repayment of these receivables;

3.3. Declaration of the contractor about the lack of a decision against him as a preventive measure for the prohibition of applying for public orders.

4. If the contractor has its registered office or place of residence outside the territory of the Republic of Poland, instead of the documents referred to in point 6.7.1.1. SIWZ, provides information from the relevant register or, in pIn the absence of such a register, another equivalent document issued by the competent judicial or administrative body of the country in which the contractor has its registered office or place of residence is the person concerned by the information or document, to the extent specified in art. 24 sec. 1 items 13), 14) and 21) PPL. The documents referred to in the sentence above should be issued no earlier than6 months before the deadline for submitting offers.

5. Contractor, within 3 days from the date of posting on the website information on the opening of bids, referred to in Article 86 par. 5 of the PPL, shall provide the Employer with a declaration of belonging or non-affiliation to the same capital group as referred to in art. 24 sec. 1 item 23) PPL. With the submission of the statement, the contractor may beforeprovide evidence that connections with another contractor do not lead to distortion of competition in the procurement procedure. The model statement will be made available by the Ordering Party on the website along with the information on the opening of the offers referred to in art. 86 par. 5 PPL.

6. The Contracting Authority informs that in accordance with the instruction of art. 24 aa PZP, may use the reversed procedure, i.e. the firstin order, evaluate the offers based on the criteria adopted in the procedure, and then examine whether the contractor whose tender was rated as the most advantageous, is not subject to exclusion and meets the conditions for participation in the procedure. The Contractor joining the present proceedings is obliged to pay the bid bond for the time of binding the offer. The offer must be secured with a bid bond of:-2, 000, 000.00 (in words: two million PLN 00/100) PLN.

9. The required bid bond must be submitted before the deadline for submission of tenders. The contractor submitting the offer shall remain bound by it for a period of 60 days, while the period of validity of the offer shall commence on the expiry of the deadline for submitting bids. Detailed information is contained in the Terms of Reference.
