The subject of the order is: technological line for the production of multilayer printed circuits and consists of on the design, execution, delivery, assembly and commissioningproduction line as well as training of the Employer`s staff and starting production.

The subject of the order is: a technological line for the production of multi-layer printed circuits and consists in the design, execution, delivery, assembly and start-up of the production line, as well as training the Employer`s staff and starting production. The task consists of the implementation of 2 stages under name:

1. stage I, preparation of project documentation;

2. stage II delivery, installation of a new technological line for the production of multi-layer printed circuits with production start-up and training.

1. The Awarding Entity informs that the proceedings are conducted in accordance with art. 24aa of the PPL Act. This means that the Employer will first evaluate the offers and then examine whether the Contractor whose offersa was assessed as the most favorable, it is not subject to exclusion and meets the conditions for participation in the procedure (reversed procedure).

2. The contracting authority is the administrator of personal data within the meaning of Regulation (EU) 2016/679 of the European Parliament and of the Council of 27 April 2016 on the protection of individuals with regard to the processing of personal data and on the free movement ofdata and repealing Directive 95/46 / EC (general regulation on data protection) (Journal of Laws EU L 119 of 4.5.2016, p. 1), hereinafter referred to as "GDPR".

3. The contractor submitting an offer in the procedure is obliged submitting the statement required from Contractors in fulfilling the information obligations provided for in Article 13 or 14 of the GDPR.

4. Communication between the Employer and Contractors takes place atlife of electronic means of communication using the miniPortal made available by the Public Procurement Office, ePUAP and the Ordering Portal of the Armed Forces Cyberspace Resource Center:

1) in the scope of sending correspondence through the Public Procurement Portal of the Employer http://zamycji-czi.wp.mil.pl. A dedicated correspondence form is assigned to each procedure.

2)In terms of submitting, changing, withdrawing offers via the miniPortal https://miniportal.uzp.gov.pl/ and ePUAP https://epuap.gov.pl/wps/portal;

5. The public key necessary to encrypt offers by Contractors is available to Contractors on the miniPortal.

6. The contractor within 3 days from the date of placing by the Employer on the website the information referred to in art. 86 section 5 P.zp., provides the Employer with a declaration of belonging or not belonging to the same capital group as defined in the Act of February 16, 2007 on competition and consumer protection (Journal of Laws of 2017, item 229, as amended) (Article 24 (11) of the Public Procurement Law) Annex 9 to the ToR

(if it belongs to a capital group).

7. List of statements or documents confirming compliance with the conditionso participation in the procedure and no grounds for excluding Contractors:

1) as regards confirmation of compliance by the Contractor with the conditions for participation in the procedure, the Employer is in accordance with Article 26 section 1 of the Public Procurement Law Act the following statements and documents: list of deliveries;

2) in order to demonstrate the lack of grounds for exclusion from the contract award procedure, the Purchaser is in accordance with art. 26 section 1 of the Actand art. 24 of the PPL Act of the following statements and documents:

a) referred to in paragraph 5 points 1 6 and 9 and 10 of the Regulation of the Minister of Development of 26 July 2016 on the type of documents that the Employer may request from Contractors for the award procedure ( Journal of Laws of 2018, item 1993);

3) declarations referred to in par. 7 and 8 of the Regulation.

8. By joining this progressivethe Contractor is obliged to pay a deposit of 50, 000.00 PLN (in words: fifty thousand 00/100).
