The objective of the contract is to develop a Cloud infrastructure on the Open Stack platform or a platform that can provide compatibility 100% with the OpenStack platform, to be deployed on exi serversand the new servers to be purchased by ISS.

Main Site: ISS - INFLPR branch, Atomistilor str. 409, Magurele, Ilfov The contract's objective is to develop a Cloud infrastructure on the Open Stack platform or a platform that can provide 100% compatibility with the OpenStack platform to be deployed on existing servers and on new servers-will be purchased by the ISS.

The contracting authority will respond in a clear and complete way to all clarification requests / additional information addressed by the economic operators, on the 10th day before the deadline for submission of tenders, according to art. 161 of the Law no. 98/2016, with subsequent amendments and completions, corroborated with art. 27 par. (3) of GD 395/2016 with modisubsequent tenders and additions, to the extent that these requests will be addressed by the 6-day deadline before the deadline for submission of tenders.

The sole bidder / Associate Bidder / Subcontractor / Supporter must demonstrate that they do not comply with the provisions art. 164, 165, 167 of Law no. 98/2016. In this respect, the Single Bidder / Associate Bidder / SubcontractorSupporter / Supporter Tertiary will complete the DUAE - Part III. The bidder ranked first in the intermediate rankings drawn up at the completion of the evaluation of the offers will present, at the request of the Contracting Authority, the following editorial documents proving / confirming the non-compliance with the situations provided in art. 164, 165, 167 above, both for the Single Offeror / Associate Bidder and Pen- the criminal record of the economic operator and of the members of the administrative, management or supervisory body of the economic operator or of those having the power of representation, decision-making or control within the economic operator, as it results from the certifying certificate issued by the ONRC / constitutive act,

- Legal personsRoman ice must present a certificate of fiscal attestation regarding the fulfillment of the obligations to pay the taxes, taxes or contributions to the consolidated general budget, from which the lack of overdue debts at the moment of presenting this certificate shall occur, - Foreign legal persons shall present any editorial documents issued authorized institutions of the country of origin (tax records, criminal records, other equivalent documents, etc.) proving that they have fulfilled their obligations to pay taxes, duties or contributions to the consolidated general budget in accordance with the national law of the country of residence of the tenderer sole / associated offeror / subcontractor / third party or the country where the offerorthe sole partner / associated offeror / subcontractor / third party is established. From the editorial documents submitted there must be a lack of overdue debts at the time of their presentation,

- certificates / records / editorial documents proving / confirming non-compliance with the situations stipulated in art. 167 par. (1), both for the Single Offeror / Associate Offeror and the Subcontractor(if any),

- editorial documents demonstrating that the Single Offeror / Associated Offeror and the Supported Subcontractor / Tertiary declared in the offer are in compliance with the provisions of Art. 166 par. (2), art. 167 par. (2), art. 171 of Law no. 98/2016 on public acquisitions with subsequent modifications and completions (dac- Other editing documents, as the case may be.

The sole tenderer / the Bidder / the Subcontractor / the Supporter shall not be in the situations provided for in art. 59 60 of the Law no. 98/2016. The decision-makers of the contracting authority are: Sorghum Cognizer, Dumitru Sorin George, Vlase Cornelia Georgiana, Popa Lucia Aurelia, Ivanoaica Teodor and Popescu(2) The following documents will be filed together with the DUAE: the firm commitment of the supportive third party in the case of the DUAE (including the associate / third party supporter) will be rejected as unacceptable; resulting in the actual manner in which its support, the subcontracting agreement and / or the Association Agreement will materialize, az. Failure to do so with the DUAE is the basis for requesting clarification of possible formal inaccuracy of the information contained in the DUAE sections, both of the bidder / tenderer and of the supporting subcontractor / third party, which is necessary to ensure the proper conduct of the assignment.

Average average turnover: annual average turnover over the last three years, 2015, 2016, 2017, shall be at least equal to: RON 440 000.

(a) For conversion into RON, the average rate for that year published on the websitewww.bnr.ro,

(b) For coins other than the euro, it is first converted into euro using the average rates for 2015, 2016 and 2017 published on the website http://ec.europa.eu/ budget / inforeuro. In order to convert the euro into RON, the indications under (a) will be followed.
