"Supply of food products for the needs of kindergartens, Dome for the elderly and Family-type placement center for children without disabilities in the municipality of Tutrakan"

The subject of the public procurement is the supply of food products for the needs of kindergartens, People and Family Type Center for Children without Disabilities in the Municipality of Tutrakan with the following detached positions:

Main Site: dTutrakan River: Slavyanka GD - 5, Al. Konstantinov Str., 17th Geyl Milev Str., 17th Geil Milev Str., "Polet" Road - 1, St. St. Karadzha Str. old people - 1, Tsibar Str., TSST - 2A.Bonstantin Konstantinov Str. - Delivery of food products from group "Meat and meat products" after a written request from the sites - final recipient, delivered every Friday to 17:00 for the next week-shall be provided in writing by electronic means (fax / e-mail) and shall contain a detailed description of the items requested, their quantities and the timetable for their delivery. Destination recipients may make changes to the request according to their actual needs no later than 24 hours prior to delivery. The products of lot 1 "Meat and meat products" will be delivered in the respective productseating at least 3 times a week. The estimated food quantity in this item is 16 611 kg of meat and meat products and 4 788 pcs. The participant shall have an establishment for the production or marketing of foodstuffs of the respective group of food products in the separate item that is entered in the Register of Food Production and Trade Establishments meeting the requirementthe production and marketing of the offered products, registered as a permanent establishment under Art. 12 of the Law on Foodstuffs, as follows: - for lot 1 - for group "Meat and meat products", - for lot 2 - for group "Milk and milk products", - for lot 3 - for the group Fish, fishery products and other sea foodstuffs, - for Lot No 4 for the 'Eggs' groupand for egg products ", - for lot 5 - for the group" Oils and fats ", - for lot 6 - for cereals and cereal-based foods, - for lot 7 - for group "Potatoes and rootstocks" and for group "Variants", - for lot No 8 for the group "Fruits - fresh, frozen, dried, preserved in the form of nectars and fruit juices, jams, - for lot 9 and for the group "Spices - fresh and dried", for the group "Other foodstuffs", and for the group "Vegetables - raw, cooked, preserved, frozen, dried, fermented, vegetable juices" and for the group Sugar, Sugar and Chocolate, Honey.

When participating in more than one lot, the requirement applies cumulatively to groups of food products, -included in the separate lots for which a tender is submitted. The site may be 1 but with a registration for the production and / or marketing of the different groups of foodstuffs included in the lot (s) for which a tender is submitted.

Document proving the fulfillment of this requirement:

Prior to entering into a public procurement contract, the assignor requests the participant designated for andcontractor, certified copy of certificate (s) or equivalent document for permanent registration of an object under Art. 12 of the Foodstuffs Act with the registered food group (s) for which the tender submitted by the competent authority is submitted according to the location of the site

If the participant is an association which is not a legal person, the compliance with the criterion selection shall be proved by each of the persons inkey in it, which will perform the corresponding action regarding the allocation of the participation of individuals in the performance of activities provided for in the document / contract to create the association.

When the participant provides subcontracting, compliance with selection criteria is proved by them according to the type and the share of the order they will perform, and the reasons for them will not be available-to be removed from the procedure.

Participants shall indicate in EEDOP the subcontractors and the share of the order they will assign to them if they intend to use them. The relevant information is to be found in Part IV, Section C of the eEEDOP.

When submitting a tender, the participant describes that it meets the requirements for fitness by giving the number and date of the document issued, a group of foods in Part IV, Section A of the EDEPD.Requirement: The participant must have at least 1 registered establishment for the production or marketing of food products from the respective group of food products in the separate lot for which he / she is submitting the tender. PPL will be removed from a participant who is found to have any of the circumstancesunder Art. 54, para. 1, item 1, item 2, item 3, item 4, item 5, item 6 and item 7 of the Public Procurement Act. The removal from the procedure is subject to a participant - a grouping of natural and / or juridical persons when there is one of the circumstances under Art. 54, para. 1 of the Public Procurement Act. Where the participant envisages the participation of subcontractors or refers to the capacity of third parties, the circumstances under Art. 54, para. 1 of the Public Procurement Act-also apply to them. In the course of the procedure, the lack of grounds for removal under Art. 54, para. (1) of the PPA shall be certified by the participant, by each member of the consortium (by association members), by the specified subcontractors and by third parties (if any) with the presentation of the EEDOP, completed in the relevant applicable fields of Part III "Exclusion grounds".

When signing a public service contractwith the selected contractor the lack of grounds for removal under Art. 54, para. 1 of the Public Procurement Act shall be evidenced by the following documents: - for the circumstances under Art. 54, para. 1, item 1 of the Public Procurement Act - certificate of conviction, - for the circumstances under Art. 54, para. 1, item 3 of the Public Procurement Act - a certificate from the revenue authorities and the municipality at the seat of the contracting authority and the participant, - for the circumstances under Art. 54, para. 1, item 6-of the PPL - certificate from the bodies of the Executive Labor Inspectorate.

Participants who are companies registered in jurisdictions with preferential tax regime and the persons controlled by them, including through a civil partnership / a consortium in which a company registered in a preferential tax jurisdiction participates.

The participants-shall not be related to other participants in the public procurement contract pursuant to -2, item 45 of the PP of the Public Procurement Act in connection with - 1, items 13 and 14 of the Supplementary Provisions of the Public Offering of Securities Act. :

1. a participant who does not meet the selection criteria set or fails to fulfill another condition specified in the contract notice or in the documentation;

2. participatewhich has submitted a tender which does not comply with the pre-announced terms of the contract;

3. a participant who has not submitted the justification under Art. 72, para. 1 of the Public Procurement Act or whose offer has not been accepted according to Art. 72, para. 3-5 of the Public Procurement Act.

Payment method:

The payment for each delivery is made on the basis of a document certifying the receipt of the goods (delivery protocol, commercial documentsor any other relevant document), signed by authorized representatives of the parties and containing the types, quantities, batch numbers of the products delivered, their unit and total price, as well as an invoice containing the delivery details as well as all necessary legal requirements. The payment is made in BGN per bank transfer within 30 (thirty) calendar days from the datethe signing of a document certifying the receipt of the goods (delivery note, commercial document or other relevant document) and the issue of the invoice. Payments are made in Bulgarian Leva with a payment order in a bank account specified by the contractor. The performance guarantee for the contract amounts to 3% (three percent) of the estimated contract price excluding VAT for each distincta position calculated on the basis of the estimated quantities and the proposed unit prices of the bidder's bid price.

The guarantee is submitted before the conclusion of the contract in one of the following forms, according to the contractor's choice according to Art. 111, para. 5 of the Public Procurement Act
