The public procurement includes periodical supplies of food products for the needs of the" D. A.. Tsenov "in the town of Svishtov in 13 lots for a period of eighteen months
Description of activities and requirements:
The quantities of these types of food products are estimated, approximate for the indicated period and are in accordance with the budgets of the higher school. When executing the order, all requirements of the contracting authority must be respected according to the technical requirements• The quantities and types of products are described in detail in the TC, an integral part of the documentation for participation, for which the buyer's account is free and unlimited to the contracting entity.
The products must meet the following requirements:
- be provided with a proof of origin (commercial docin each delivery, information on the type, quantity, batch to which the food, the food business / food business belongs. In the case of food originating in EU enterprises or imports, the country of origin of the food shall also be entered in the document. In the case of foods originating in the Republic of Bulgaria, the producer company or the supplier's establishment shall be entered. The document of origin may be titled: a commercial document or a declaration of conformity or a certificate of origin, - with a residual shelf life of not less than 75% of the total shelf life of the product as of the date of delivery, - labeled in accordance with the Food Act and Ordinance on requirements for the labeling and presentation of foodstuffs, - produced, stored and delivered in compliance with the requirements of the Lawfor foodstuffs and related regulations, the Health Act, etc., in accordance with the legislation in force.
The packaging of the products must meet the following requirements:
- not create conditions for contamination of the products or for the passage of hazardous health products, - on delivery, the package will be intact, - the products supplied are labeledin the Bulgarian language, without indications that mislead the user with regard to the inputs, their nature, origin, identity, properties, composition, durability, method of production and use.
Response time up to 4 (four) hours.
The participant must hold a certificate for registration of an object under Art. 12 of the Foods Act of the Bulgarian Food Safety Authority (BSAF) for the performance of correspondencethe activities covered by the contract and the subject to comply with the requirements of the NVS legislation and provisions on specific food hygiene rules. Foreign participants are allowed to submit an equivalent certificate under the legislation of the Member State in which they are established.
The participant fills in box 1 of Section A: "Fitness" in Part IV: "KSelection Criteria "by EEDOP Prior to the award of the public procurement contract, the contracting authority requires the participant to provide a legible and certified copy of a valid certificate of registration of a food production and / or trade establishment covering all food groups in accordance with the provisions of the Law for the food.
The Contracting Authority does not impose requirements regarding the economic and financial conditionsAll interested Bulgarian or foreign natural or legal persons or their associations, which meet the conditions specified in the Public Procurement Act and the conditions announced in advance by the Assignor, may participate in the procedure
The participants are represented by the persons representing them by law, or by persons specifically mandated for this procedure, which-The participant is a consortium which is not registered as an independent legal entity, the instrument of incorporation, the agreement and / or other applicable document showing the legal basis for the formation of the grouping, as well as the following information in relation to the specific procurement:

Performance guarantees.
1. According to Art. 109 PPL the Assignor-determines for a contractor the participant for whom the following conditions are met:
1.1. the grounds for removal from the procedure are not available, except in the cases under Art. 54, para. 3;
1.2. meets the selection criteria. The designated contractor should provide a guarantee to ensure the performance of the contract. The performance guarantee amounts to 5% of the value of the contract per annumorderless order without VAT. According to Art. 111, para. 5 PPL guarantees are provided in one of the following forms:
3.1. cash amount
3.2. bank guarantee; which guarantees performance by covering the contractor's liability
The contractor who chooses the contractor chooses the form of the performance guarantee itself
The guarantee under 3.1 or 3.2 may be provided on behalf of the contractoron the account of a third party guarantor. The terms and conditions for the retention or utilization of the performance guarantee are specified in the draft contract for this procurement.
