HCC — 01/19 — Provision of Integrated Therapies Contract for Children and Young People aged 0-25 with Special Education Needs/Disabilities in Hertfordshire

Hertfordshire County Council (the "Council") is currently out to procurement for the provision of the provision of integrated therapies contract for children and young people aged 0-25 in Hertfordshire. Hertfordshire County Council (HCC), East and North Hertfordshire CCG (ENCCG), and Herts Valleys CCG (HVCCG) have developed an integrated therapies offer for children and young people. This offer includes speech and language therapy and occupational therapy. The purpose of this offer is to manage the needs of children and young people holistically, whilst also identifying the most efficient way of commissioning the provision, to ensure the biggest possible spend on therapy and reduce spend on contract management. Key reasons for not subdividing into lots management structure will oversee both SALT and OT. Both services will work in the three-tier model of support (universal, targeted, and specialist levels). At the universal level both services will focus on up-skilling the wider workforce to make the environment around a child safer and more accessible. At the universal level the service provider will adopt a skills mix approach to achieve increased value Both services will introduce the episodes of care approach, to that therapeutic interventions are goal oriented and time limited. Families will have a single point of contact for both services. There will be one monitoring regime led by HCC for the whole service offer, with an agreed set of performance indicators. The estimated total value of the contract is stated in II.1.5) of this notice and is for the initial term inclusive of the approximate value for extensions. For the avoidance of doubt, the estimated annual value of the contract will be approximately 2 409 951. The contract will be awarded for an initial term of five (5) years, with the option to extend the contract up to two (2) further years.
