Delivery of reagents and consumables for the needs of the Clinical Laboratory of MBAL "Dr. Stoicho Hristov" Ltd., Sevlievo - 2020.

The order includes 8 separate items (OP) and 113 reagents and consumables for clinical laboratory described in the technical specification.

The item includes 62 nomenclatures.

1. Participants in this procedure may be persons who have the right to wholesale medical devices in the territory of the Republic of BULGARIA in accordance with Art. 77 of the Medical Devices Act:

a) Natural or legal persons, registered as traders under the Commercial Law or under the legislation of another statea Member or other State Party to the Agreement on the European Economic Area or to the Swiss Confederation which has been granted a wholesale marketing authorization for medical devices by the Medicines Executive Agency or other document certifying their right to market medical devices, issued by the competent authority of the country concerned.

b) The manufacturers of mindividual products established in the territory of the Republic of BULGARIA in respect of the products manufactured by them. They do not require a wholesale marketing authorization for a medical device from the Medicines Executive Agency.

To prove professional competence, the tenderer shall provide (declare) in Part IV, letter "A" of the Single European Procurement Document (OEDOP)for the circumstances under item 3.1 - number and date of issue of the wholesale marketing authorization for medical devices according to the media or other document certifying their right to trade medical devices, issued by the competent authorities, which under the law of the country in which the participant is established, are required to provide the information, or by indicating information that the participantis the manufacturer of the product (s) offered by him / her.

* The contracting authority may, at any time after the opening of tenders, require the tenderer to submit the document referred to in item 1, proving the information specified in the EDESP, where this is necessary for lawful carrying out the procedure.

** At the stage of contracting, the tenderer selected as the contractor shall submit a certified copy of the contract.wholesale marketing authorization for medical devices in accordance with the media or other document certifying their right to market medical devices issued by the competent authorities and / or a certified copy of a document that he is a manufacturer of medical devices. A participant for whom any of the circumstances under Art. 54, para. 1 and Art. 55, para. 1, item 1 of the Public Procurement Act. The contracting authority will also remove from participation in the procedure:

- participants - related parties within the meaning of par. 2, item 45 of the PD of the PPA,

- a participant who is not entitled to participate in public procurement on the grounds of Art. 3, item 8 in conjunction with Art. 5, para. 1, item 3 of the Law on Economic and Financial Relations with Companies, Registered in Jurisdictions with Preferential Tax Regime, Controlledof them persons and their real owners (ZIFODRUDRTSLDS), except when the conditions under Art. 4 of the Law,

- a tenderer who does not meet the selection criteria or fails to fulfill another condition specified in the contract notice or in the procurement documents,

- a tenderer who has submitted a tender that does not meet the previously announced conditions of the order,

- participant who has not submitted the justification under Art. 72, para. 1 of the PPA or whose offer was not accepted in accordance with Art. 72, para. 3-5 of the Public Procurement Act,

- a tenderer who does not meet the conditions for submission, including the form, manner and term,

- a tenderer who, upon invitation by the contracting authority and within the period specified therein, does not extend the period of validity of your offer,

- the participant who offered itof the performance of the contract (lot) higher than the estimated value of the order (lot) by the contracting authority; as a member of a grouping in another participant`s bid for the same lot.

The participant declares missingand on the grounds for removal and compliance with the selection criteria by submitting to the EDES.

II. On the main. Art. 47, para. 10 of the PDPA for the separate lots of the public procurement is allowed to submit 1 application for participation in the procedure.

III. For participation in lots that are closed systems - № 1, 2, 3, 4, 5 and 7, each participant must submit an offer for all numbersunits, incl. in the appropriate position. For items 6 and 8, participants may submit an offer for 1 or more of the nomenclatures in the lots.

IV. The contracting authority will require the designated contractor to provide a security guaranteeing the performance of the contract at a rate of 1 (one) percent of its value excluding VAT. The contractor designated as the contractor shall choose the form nand the performance guarantee is a cash, bank guarantee or insurance.

V. Payment terms - deferred, within 60 calendar days from the date of the invoice.
