Framework agreement with one economic operator for the acquisition of:

Main Site: Placement of the placement centers, family housesand the care and assistance centers mentioned in the specifications.

The contracting authority will respond clearly and completely to all clarification requests / additional information on the 10th day before the date-limit of submission of tenders.

1) Bidders, third parties and subcontractors must prove that they are not in the situations provided by art. 164, 165, 167 of Law 98 / 2016.

The DUAE will be filled in by the economic operators participating in the award procedure, according to art. 193 par. (1) of Law 98/2016, with information relating to their situation. Tenders submitted by all oeconomic operators have the obligation to be accompanied by the DUAE form, under the sanction of its rejection as unacceptable, according to art. 137 par. (2) lit. b) from H.G. 395 / 2016.

The supporting documents proving the fulfillment of the undertaken by completing the DUAE shall be submitted, at the request of the contracting authority, only by the tenderer ranked first after the applicationof the award criterion for admissible tenders.

- certificates showing the absence of overdue debts in respect of the payment of taxes, duties or contributions to the consolidated general budget (local budget, state budget) at the time of their submission, The criminal record of the economic operator and the members of the management, management or supervisory bodythe supervision of the respective economic operator or those who have the power of representation, decision or control within it, as it results from the certifying certificate issued by the ONRC / constitutive document, - as the case may be, documents demonstrating that the operator economic benefits can also benefit from the derogations provided in art. 166 par.
