Third-party application maintenance services for the RTM mobile application

The subject of the framework agreement relates to the renewal of the third-party application maintenance market for the application mobile RTM (android application, ios application). The main objectives of this framework agreement:

Third-party application maintenance services for the RTM mobile application. This is a procedure with negotiation in application of articles L. 2124-3, R. 2124-4, R. 2161-21 and R. 2161-22 of the public procurement code. It is a framework agreement within the meaning of articles 2162-1 to R. 2162-6 and R. 2162-13 and R. 2162-14 of the public procurement code. The framework agreement is conclosed with only one economic operator and executed by the issue of purchase orders, without negotiation or prior competition. The minimum commitment amount is 60, 000 EUR (HT). This contract does not include a maximum commitment amount. The contract is concluded for a firm duration of 13 months from the date of notification. It is tacitly renewable 5 times. cha period of renewal for a period of one year.

- applications will not be accepted which are not admissible in application of articles L. 2141-1 to L. 2141-6 and in application of articles R. 2142-1, R. 2143-3, R. 2142-3, R. 2142-4 and R. 2143-16 of the public procurement code, or which do not present sufficient technical, professional and financial guarantees with regard to articles R. 2142-6 to R. 2142-14 of the code and with regard to the content of the documents requested under article R. 2143-11 of the code,

- in addition, applications which do not comply will not be accepted the minimum capacity levels, in accordance with article R. 2142-13 of the public procurement code, as described in the regulations for the consultation of the application phase,

- applicantsIn support of their application, the DC1 and DC2 forms (or any other document containing all the required information). In the case of a group application, each member of the group fills in the DC2 form, and produces the information or documents requested by the buyer. The ESPD is accepted.

- the global turnover and the turnover in the field of activity, the objectt of the market, for the last 3 financial years available.

A) At this stage of the procedure, the RTM puts online on www.achatpublic.com - the rules of the consultation for the application phase, and its appendices:

- annex 1: letter of application - designation of the representative by his co-contractors (DC1),

- annex 2: declaration of the individual candidate or of the member of the grouping (DC2),

B) the content of theapplication file to be submitted by candidates is detailed in section III) 1. Above, and recalled in article 6 of the rules of the candidacy attached to this notice;

C) the transmission of applications (and offers in the later phase) by electronic means is compulsory: applications containing all the documents mentioned in article 6 of the rules of the application, must therefore be transmitted in electronic form on the site www.achatpublic.com - (the tenderers will be able to authenticate on the site and in particular indicate an electronic e-mail address allowing in a certain way an electronic correspondence in particular for the sending of the DCE, of `possible additions, clarifications or corrections). Companies can send a copy of saucheck their folds delivered electronically under the conditions provided for in the decree of 27.7.2018;

D) in the later phase, the selected candidates will receive 1 link for the download of the DCE on the platform www.achatpublic.com - The transmission of offers will be done dematerialized via the site www.achatpublic.com -;

E) in the later phase, the RTM negotiates with the candidats having submitted an appropriate offer, taking into account the criteria mentioned below and the provisions of the specifications. Negotiations with each candidate will be conducted by RTM under strict conditions of equality. At the end of these negotiations, the file manager will establish a proposal for the classification of tenders presented to the Tendering Commission (CAO) foraward of the contract;

F) to award the contract to the candidate who has presented the most economically advantageous offer, the public body is based on the following weighted criteria:

F.1) the price (40%), analysis having regard to the addition of the prices mentioned in the breakdown of the overall and fixed price, with regard to items 1 and 2 (annex 1 to the act of engagement) and in the fromscrew detailed descriptive estimate, with regard to items 3 to 5 (Annex 1 to this invitation to tender);

F.2) the technical value (60%) analyzed according to the technical memory given by the candidates in support of their offer. This criterion is composed of 3 sub-criteria, representing 100% of the technical value:

F.2.1) sub-criterion 1 (35%): quality of know-how on the handcorrective tenancy and contract management;

F.2.2) sub-criterion 2 (60%): quality of know-how on progressive maintenance;

F.2.3) sub-criterion 3 (5%): quality of the support process for setting up a project using an agile method (projects with short development cycles, very targeted, iterative involving the client and favoring collaboration between teams) at RTM;

G) RTM negotiates with candidates who have submitted an appropriate offer under strict conditions of equality, taking into account the criteria mentioned above and the provisions of the specifications.
