1. The subject of the order is the supply (within the meaning of the provisions of the Public Procurement Law) of a new battery emulator to owned by Zamavi 412 testing station for testing drive systems.

Main Site: Instytut Badań i Rozwoju Motoryzacji BOSMAL Sp. z o.o. 3.1. The devices offered should:

work and be compatible with the existing AVL 412 test stand and the Puma Open automation system installed;

Provide power supply and reception of at least 250kW and efficiency of at least 90%;

Provide voltage in the range of at least 48 ... 1000V and change at a rate of at least 25 V / ms;

Ensure power supply and reception of at least 500A;

Zapeactivate at least three control modes: power control, voltage control and current control;

Be mounted in the existing space of the test bench cabinets;

Be equipped with an emergency diffusion system protecting the test facility in the event of an emulator or mains failure;

Be equipped with devices measuring voltage and current at the output o toaccuracy / -250ppm of the full measuring range;

Be able to set limits of the working range;

Be equipped with at least one basic mathematical model of a simulated battery, enabling at least parameterization of voltage in relation to the battery charge level;

Be equipped with at least one more advanced model mathematical, enabling additional parameterizationsuch parameters as: internal resistance, battery charging and discharging characteristics or battery capacity;

To be equipped with a power distribution system in the test room, which should provide compensation for the voltage drop between the test room and the battery emulator and enable safe connection of the test object to the battery emulator .

3.2. Requirementsadditional: The AVL 412 propulsion system test stand currently used at the Employer`s headquarters should, after completing the delivery of the subject of the order, be able to perform automatic test cycles for electric propulsion systems. All provisions contained in the specification of essential terms of the order indicating the type, trademarks or origin of the subject of the order should be read inand with the words "or equivalent". Own names are only examples, do not indicate a specific product or specific manufacturer. The Contractor, by offering an equivalent object to the one described in the specification, is obliged to maintain equivalence in terms of utility, functional, dimensional and quality parameters specified by the Employer in the specification as parameters of equivalenceIt is the responsibility of the Contractor to prove that the products offered are equivalent. The contractor will be required to conduct basic training on the date of the contract. Conducting training and costs of implementing this part of the subject of the contract must be included in the price of the offer. local vision. Contractors interested in the matterordering the place of the order, verifying the requirements and technical parameters necessary to offer the subject of the contract corresponding to the requirements will be able to make a local vision to see the room in which the order is to be realized. For this purpose, the ordering party from 19 to 22 November 2019. from 9:00 to 14:00: 00 will provide the interested parties with the opportunity to make a local visit. Statements and documents to be submitted to the offer, otherwise being null and void, in electronic form and signed by a qualified electronic signature - -4 SIWZ

a) a statement on the day of submitting bids that there are no grounds for exclusion from the contract award procedure pursuant to art. 24 paragraph 1 point 12-22 and art. 24 paragraph 5 points 1, 5-6 and 8 of the Act, in the form of the Single European Procurement Document (EAT).

B) a statement as at the date of submission of tenders about the Contractor`s compliance with the condition referred to in -3 point 1b) pursuant to art.. 22 paragraph 1b points 3 of the Act, in the form of the Single European Order Document (EAT).

Documents or statements made bya lender in proceedings drawn up in a foreign language should be submitted together with a translation into Polish and signed by the contractor by a qualified electronic signature in accordance with the principles set out above. An exception to this rule is the technical description required in -5 point 7 of the ToR, which may be submitted in another language. The contractor will be obliged to submit a declaration of belonging or not belonging tothe same capital group in relation to other contractors who submitted offers in this procedure (according to the example constituting Annex 6 to the ToR).

the Contractor, within 3 days from the date of posting on the website of information to the contracting authority regarding a declaration of belonging or non-belonging to the same capital group as referred to in art. 24 paragraph 1 point 23 PZP (afterconnector No. 6 to the ToR). Along with submitting the declaration, the contractor may provide documents or information confirming that the links with another contractor do not lead to distortion of competition in the procurement procedure. In the case of contractors jointly applying for the contract, a statement is made by each of such contractors. For the effectiveness of submitting this statement tothe contractor is required to submit such a statement only after opening the offers and making the abovementioned public information. Detailed information and requirements are included in art. 24 paragraph 11 of the Public Procurement Law Act 5.

Bid bond -7.5 SIWZ

Each Contractor is obliged to secure his bid security, submitted before the bid submission deadline, for the duration of the bid, in the amount of PLN 10, 000 (say: ten thousand zlotys).may be lodged in one or more of the forms provided for in Article 45 item 6 of the Act:

Declarations and documents which only the Contractor whose bid is the highest rated has to submit, upon a written request of the awarding entity.

Pursuant to Article 26 para. 1 of the Act, for submission of the documents listed below, the Employer shall appoint the Contractor a period of not less than 10 days. - -4 ToR

In order to demonstratefulfillment of the condition of participation in the procedure indicated in -3 of the ToR, the contractor at the request of the contracting authority is required to submit a list of at least two deliveries made, within the last three years before the deadline for submitting bids - -4 of the ToR.

Information about formalities that should be completed after the selection offers for the conclusion of the contract - -7.7 SIWZ

Information submitted during the procedure, constituting a trade secret within the meaning of the provisions on combating unfair competition, if the Contractor, not later than on the date of submission of tenders, stipulated that they cannot be disclosed, they must be marked with the clause: "Do not disclose to other participants in the proceedings. The information is a business secret within the meaning of art. 11 paragraph 2 of the Act on combating unfair competition"The part covered by trade secrets should constitute a separate part of the offer - -5 SIWZ.
