Material handling services

The aim of this consultation is to set up a mono-allocation framework agreement for materials handling services on behalf of CEA Le Ripault. are operations including: - - the requests of logging of the materials,

- the disconnection of the materials of their diffeeder feeds after logging with cable tracing,

- handling including loading, transport and unloading of materials.

1) Presentation of applications:

Applicant companies must provide in support of their application:

- form DC1 (letter of application and designation of the representative by his co-contractors) or equivalent,

- form DC2 (Declindividual forms or group members), or equivalent.

If they are not able to produce some of the documents requested in this notice of operation, they can justify theirfinancial and professional cites by other means than those indicated in this notice and in particular by the presentation of titles or the professional experience of the person or their managers.

2) Special conditions of the execution of the contract:

Marche classify without detention

This market is a market within the meaning of the Decree of 30.11.2011 approving the general instruction interMinisterial No 1300 on the protection of the secrecy of national defense. This market gives access to classified information of interest to the national defense. It does not require the possession of information and / or materials classified by the holder in its premises.

Consequently, the application file must contain in separate envelope:

- either a certificate of a decision of authorizationDGA valid,

- a copy of the authorization request sent to the DGA (for any information contact the OS center - Tel: 02 47 34 55 67 CEA Le Ripault)

The same steps must be engaged for the associated companies, in case of candidacy in Momentane Grouping of Companies or the subcontractors suggested by the candidates to this market.

These documentsmust not arrive at the latest by the deadline for submission of applications mentioned in this notice.

Failing to have provided his certificate or copy of his application within the time limit, the candidate is deemed to have waived his request for accreditation for classified information for the current market and therefore for its application.

For foreign law candidates the file must alsoIt must contain the attestation of an appropriate authorization issued by an authorizing authority of the State to which it reports. That State must have concluded a bilateral or multilateral security agreement covering the exchange of information or classified media with France.

A file of presentation of the candidate, and the case of each co-contractor, including among others:

- the Specificaes of the company: status, legal form, composition of the capital, main shareholders, participations, representatives engaging the company, total workforce, size, activities, organization chart; an extract-K-bis or equivalent,

- a certificate of insurance valid for the candidate and each co-contractor,

- the overall turnover and the turnover for supplies, services-or works covered by the contract, carried out during the last 3 financial years available, - the last 3 balance sheets and profit and loss accounts of the economic operators for which the establishment of the balance sheets is obligatory by virtue of the law, - when it belongs to a group, an attestation certifying its commercial autonomy and its competitive position vis---vis other companies in the world.If the candidate uses subcontracting, he must produce the same information and documents concerning his / her subcontractors. In addition, to prove that he has the capacities of this sub-contractor (s) for the execution of the contract, he provides proof by any appropriate means.

Total subcontracting is prohibited.

1) Confidentiality and provision of the consultation file1) In application of article 39.II of the decree n2016-360 of 25.3.2016 relative to the public markets, in order to protect the confidentiality of some information, some documents of the consultation will be put at the disposal of the candidates only admitted to tender.

2) Resubmission of applications

The application will contain all the elements requested in this notice of operation. Any incomplete file submitted may be rejected.

Applications may be submitted either electronically or by mail.

2.1) Formality for submission of the application electronically:

a) In order to answer electronically, candidates must submit their candidacyature on the market dematerialization platform (https://www.marches-publics.gouv.fr) by following the steps described in the on-line user guide (heading). The platform is equipped with signed signature and encryption tools. In the case of an electronic response, the electronic signature is recommended; b) The applicant must have previously acquired a certificatectronique. Obtaining an electronic certificate takes several days, or even weeks;

c) The candidate sends several electronic answers to the same notice: the candidate can submit several electronic answers to the CEA for the same notice, in particular in the case of forgetting, correcting, completing, and this before the deadline for response as defined in thegive a notice of march. In this case, the CEA will only take into account the last answer received, previous shipments will not be opened. Consequently, the candidate will make all the necessary arrangements to send a complete file to each answer, within the deadlines.
