Civil liability insurance of the gtr - service for the accompaniment and transport of persons with reduced mobility

The purpose of this insurance market is to guarantee the pecuniary consequences of the civil liability of the ensures, in all cases where it could be engaged in the exercise of the service of accompanimentt and reduced mobility of people. As indicated in the risk file, this service involves a service, which can, in case of severe disability, become a service.

Civil liability insurance of the RTM. This is a negotiated procedure pursuant to Articles L. 2124-3, R. 2124-4, R. 2161-21 and R. 2161-22 of the code of the public order. The present public market is an ordinary market. The date on which the market will take effect is 1.1.2020 at zero hours. This market is established for a period of 3 years. It is cancellable annually by either party, subject to a minimum advance notice of 6 months, under the conditions described in the CCP.

Will not be admittedapplications which are not admissible pursuant to Articles L. 2141-1 to L. 2141-6 and in application of Articles R. 2142-1, R. 2143-3, R. 2142-3, R. 2142-4 and R. 2143-16 of the Public Order Code, or who do not offer sufficient technical, professional and financial guarantees with regard to Articles R. 2142-6 to R. 2142-14 of the Code and with regard to the content of the documents referred to inunder Article R. 2143-11 of the Code. As regards the insurance companies, it will be verified that they appear on the official list of insurance companies that may carry on their activities in France, in accordance with Articles L. 321-1, L. 321-7 and L. 321-9, L. 362-1 and L. 362-2 of the Insurance Code. It is recalled again that under penalty of inadmissibility, the same insuredhe can not be a candidate with several insurance intermediaries and the same intermediary can not represent several insurers (circular of 24.12.2007 relating to the awarding of public insurance contracts). Candidates submit their application for support:

1) The application letter and the candidate`s declaration (exemplary insurer and intermediate copyinsurance, if necessary) whose models established by the RTM are available and downloadable for free on the site www.achatpublic.com or form DC1 (available at the following address: http: //www.economie.gouv.fr/ daj / formsdeclaration-candidatedc1-dc2-dc3-dc4) or any other document containing all the required information. It is recalled that the DUME is accepted.

For the assurand for the insurance intermediary if necessary: the turnover for the last financial year closed and the total workforce for the last financial year ended.

A) In application of Articles R. 2132-7 to R. 2132-11 of the code of the public order, the RTM imposes the transmission of the candidatures and the offers (in phase later) by electronic way: the candidatures containing all the documents menin paragraphs III.1.1) to III.1.4) included in this notice, must therefore be transmitted in electronic form on the website www.achatpublic.com (bidders will be able to authenticate on the site and in particular indicate an e-mail address allowing for certain an electronic correspondence including possible supplements, precisions or rectifications).In accordance with Article R. 2132-11 of the Code, companies may send a backup copy of their electronically delivered envelopes under the conditions laid down at the end of 22.3.2019;

B) To award the contract to the candidate who has presents the most economically advantageous tender, the public body relies on the weighted criteria as follows:

- 66% weighted price analysisIn view of the price mentioned in the commitment document, the 34% weighted technical quality analyzed with regard to the clauses introduced by the candidate in view of their impact on the market, both in economic terms and in terms of quality of the proposed coverage, compared to the need expressed by the gtr in its specifications (CCP). This technical quality will be judged on the basis ofs under the following criteria: - exclusions, pursuant to Article 9 of the CCP (50%), - the guarantee limitations identified, pursuant to Article 11 of the CCP (50%); RTM negotiates with the candidates having submitted an appropriate offer under strict conditions of equality, taking into account the criteria mentioned above and the provisions of the specifications.
