The subject of the order is the implementation of the task titled. "Installation, installation of energy-efficient lighting in the field of public roads WRAwith the lighting control system in the city of Bielsk Podlaski. "The entire project is implemented under the project Low-emission strategies in the city of Bielsk Podlaski co-financed from the centers of the European Regional Development Fund and the State Budget funds under the Regional Operational Program of the Podlasie Voivodeship for the years 2014-2020 Priority Axis V. Gospellow-emission odor, Measure 5.4 Low-emission strategies, Sub-measure 5.4.1 Low-emission strategies, excluding BOF, recruitment number: RPPD.05.04.01-IZ.00-20-001 / 17.

1. As part of a comprehensive task, the Contractor should perform the following actions:
1) disassembly of 1 456 pieces of worn out luminaires and assembly of new LED luminaires in the amount of 1 574 pieces of power in accordancewith a set-up, fixtures equipped with an individual controller for power reduction in the luminaire as well as control and management,
2) disassembly 1 388 pieces and assembly of 1 506 pcs booms, security devices and power cables in outriggers in the city,
3) replacement of control boxes lighting equipped with clocks with a network analyzer of the lighting control and management system no. 1 equippedin a GPS location system with the possibility of GPRS data transfer, as well as a capacitive and inductive reactive power compensation system in the amount of 42 pcs .; the system collects and transmits events and work irregularities to each management unit for each controlled lighting circuit,
4) implement energy-saving renovation of the street and road lighting system based on the one possessed by the Ordering Partyo documentation,
5) work should be carried out in accordance with the renovation conditions specified by PGE Dystrybucja SA.
2. Note: there is a system in the City of Bielsk Podlaski that allows reprogramming of the luminaires with controllers type APC-2 prog. from the level of the control cabinet, therefore the control devices used must be fully compatible with the existing relay in order to maintain stereduction of existing fittings after modernization.
3. Solar lighting set should have:
1) possibility of remote control in 6 modes,
2) integrated lamp with solar panel, battery and other components,
3) level of light efficiency up to 160 lm / W,
4) LED panel power max 35W,
5) 340WH lithium batteries, charging time 6 h, high resistance to temperature changes, lifetime 7-10 yearsapprox. 2, 000 charging cycles, designed for easy replacement,
6) low-voltage system, compliant with European CE, RoHS and FCC standards,
7) solar panel power min. 80 W (data for the intensity of sunlight 1 000 lm / m2), 18% conversion efficiency, cover made of tempered glass, life span of 25 years.
4. The scope of the robot has been specified in the energy audit of street lighting in the areaBielsk Podlaski and project documentation for modernization of street lighting in Bielsk Podlaski. ATTENTION: design documentation covers a greater scope of modernization of the lighting system, the scope of the order is determined by an energy audit (adopted for implementation of option II).
5. The contracting authority requires a guarantee for a minimum period of 60 months and a warranty for a period of 60 monthson the subject of the orders. The Contracting Authority informs that the Contractor may obtain additional points for extending the warranty period in accordance with the provisions of Chapter XVII paragraph 2 points 2 SIWZ

The contracting authority in the present proceedings applies the reversed procedure (Article 24aa of the Public Procurement Law) - The proceedings are excludedcontractors in the cases specified in art. 24 sec. 1 point 12-23 of the Public Procurement Law Act
Purchaser foresees the exclusion of the Contractor based on art. 24 sec. 5 points 1 Public Procurement Law Acts - Documents and declarations required from all contractors, which must be submitted together with the offer:
- Contractor's declaration in the form of a single European order document (EAT) in electronic form bearing a qualified letterelectronic deduction
- Obligation of another entity, on the resources of which the Contractor relies, to make available to the Contractor the necessary resources for the implementation of the order in electronic form with a qualified electronic signature
- Power of attorney submitted in the original in electronic form with a qualified electronic signature if applicable - Kooffer offer in electronic form with a qualified electronic signature
- non-cash deposit vice contributed in electronic form

Time limit for the offer: 60 days
The contractor who will join this proceeding is obliged to pay a bid bond in the amount of 3PLN 0, 000.00 - The contractor, whose offer will be considered the most advantageous, will be required to provide a performance bond in the amount of 5% of the gross offer price. - The contracting party does not provide for the conclusion of the framework contract. The contracting party does not provide for the selection of the best bid using the electronic auction. The orderer does not anticipate dynamic applicationsThe Purchaser does not provide for the reimbursement of costs of participation in the proceedings. • The Employer does not reserve the obligation to perform the key parts of the order by the Contractor
The Employer did not conduct technical dialogue. Payments will take place on the basis of properly issued invoices within 30 days, counting from the date of deliveryand to the Ordering Party, the Purchaser, before signing the contract, requires the Contractor whose tender has been deemed the most advantageous: - - to provide a performance bond - to submit the consortium agreement, if the joint offer is submitted - the Contracting Authority informs the Contractor that the construction works are only and exclusively auxiliary materials, i.e. an information basis for youthe price of the investment, and they were given to facilitate the Contractors to prepare an offer - the Contractor is required to prepare a material and financial schedule within 7 days from the date of signing the contract.
The Contracting Authority does not provide for awarding contracts pursuant to art. 67 sec. 1 point 6 of the Pzp Act - the Contractor is obliged to take out civil liability insurance with youhere, damages that may arise in connection with random events related to the conducted works for the amount of insurance not lower than the Contractor's gross offer price
