Open procedure for the award of the contract for the supply of a Global IT user management solution

Reference Number: 29/2020

Open procedure, pursuant to art. 3, paragraph 1, lett. sss) and art. 60 of Legislative Decree no. 50/2016, for the award of the contract, falling within the scope of ordinary sectors, avenrelates to the supply of a Global IT user management solution, lasting 18 months from the date of signing the contract, to be experimented with the e-procurement system. Ordinary sector. Call for tender no. 29/2020 CIG: 82375354ED.

Main Site: Rome

The object of the contract is:

1) provision of Perpetual licenses;

2) system configuration:

2.1) design and implementation of thethe technological solution;

2.2) configuration and production release of the technological solution;

2.3) training on the job;

3) evolutionary maintenance;

4) maintenance and assistance by the manufacturer.

The total amount of the contract has been estimated in EUR 273 600.00 of which:

1) EUR 210 000.00, tender amount, broken down as follows:

a) EUR 160 000.00: no. 200 licenses;

b) EUR 12 000.00: configuration di system;

c) EUR 8 000.00: evolutionary maintenance;

d) EUR 30 000.00: software license maintenance for 12 months;

2) EUR 63 600.00 amount for possible extensions, of which:

- 32 EUR 000.00: 20% of letter a);

- EUR 1 600.00: 20% of letter c);

- EUR 30 000.00: extension of an additional 12 months for the maintenance of software licenses, referred to in letter d).

For the contract in question, the costi of safety are equal to zero.

Within the total amount, the costs of the relative labor, pursuant to art. 23, paragraph 16 of Legislative Decree no. 50/2016, as amended by art. 13 of Legislative Decree no. 56/2017, are estimated at EUR 11 339.20.

Economic operators must declare in the ESPD that they meet all the following requirements.

Tests requested from the successful tenderer: aor more of the documents required by art. 86 of Legislative Decree no. 50/2016 in addition to certificates, certificates, authorizations, licenses or, in any case, documents issued by competent authorities, bodies, bodies or offices, proving the authorization to perform the contract in compliance with the current law.

- declaration certifying a total global turnover for the last three financial years availablei, not less than 315, 000.00 EUR (DGUE model).

VI.3.1) to participate, each competitor must register / register on the ATAC SpA purchase portal, website: https://atac.i-faber.com. The procedure is reported in art. 2 of the DGNC;

VI.3.2) registration on the portal is free of charge;

VI.3.3) the tender procedure is governed by this announcement and the following additional documents, downloadable from the portal: https://atac.i-faber.com: DGNC; mod. G; mod. DGUE; mod. A, mod. Q1-RTI, mod. Q2-RTI, mod. C, mod. D, SKT file, ;

VI.3.4) within the peremptory deadline prescribed in the previous point IV.2.2), with the telematic methods specified in and in the articles 5 and 6 of the DGNC, the administrative documentation (as indicated in art.8 of the DGNC), the technical offer must be presentedand the economic offer, signed with digital signature. Offers not signed with digital signature, pursuant to the combined provisions of art. 52, paragraph 8, letter a) and art. 83, paragraph 9 of Legislative Decree no. 50/16, will be excluded.

ATAC reserves the right to award the contract even in the presence of a single offer, provided it is accepted and valid and subject to the provisions of art. 95, paragraph 12 of Legislative Decree no. 50/2016

VI.3.4 bis) the verification of the possession of the general, technical-organizational and economic-financial requirements will take place through the use of the AVCPass system, made available by ANAC, with the implementing resolution no. 111 of 20.12.2012 and subsequent amendments, without prejudice to the provisions of paragraph 3 of the aforementioned art. 6 bis. Therefore in the administrative documentation (as indicated in art.8 of Legislative Decree noGNC) the receipt for the creation of the PassOE code must also be inserted;

VI.3.5) offers that lead to an increase in the overall amount indicated in point II.1.5) are not allowed;

VI.3.7) the award is subject to approval of the ATAC bodies responsible for this and any congruity verification;

VI.3.8) ATAC reserves the right to publish any corrections to this announcement ifaccording to the methods indicated in art. 22 of the DGNC;

VI.3.9) the contracting authority is available to provide clarifications aimed at eliminating uncertainties in the interpretation of the call and / or the documentation referred to therein according to the methods indicated in art. 21 DGNC;

VI.3.10) ATAC SpA has the faculty to apply the provisions of art. 110 of Legislative Decree no. 50/2016, if the circumstances occuranze referred to in the standard;

VI.3.11) competitors must present the payment receipt for an amount equal to: EUR 20.00, payable to: ANAC in the manner provided for in point 8.3) of the DGNC;

VI.3.12) pursuant to art. 216, paragraph 11 of Legislative Decree no. 50/2016, the costs for the publication of the notice and the tender notice will be reimbursed to the contracting authority by the successful tenderer byterm of sixty days from the award. For the contract in question, the maximum estimated amount is 20, 000.00 EUR plus VAT;

VI.3.13) incompleteness, irregularity or lack of the required declarations - art. 10.5) of the DGNC;

VI.3.14) for anything not provided for in this announcement, refer to the provisions of the DGNC;

VI.3.15) the personal data collected will be processed, pursuant to Legislative DecreeLegislative Decree of 30.6.2003, n. 196, exclusively in the context of this tender;

VI.3.16) and referee jurisdiction is excluded;

VI.3.17) memorandum of understanding and integrity agreement pursuant to art. 26 of the DGNC;

VI.3.18) protection of personal data: see art. 20 of the DGNC;

VI.3.19) traceability of financial flows: refer to art. 25 of the DGNC;

VI.3.20) the contract must obligatorily be ssigned with digital signature and stipulated electronically by sending it by PEC. Alternative forms of subscription and stipulation are excluded.
