Development and maintenance of local applications on light tools for DPN and DIPDE

Main Site: The services are located everywhere in France on the sitesEDF (Cap Ampere, Lyon, Marseille, CNPE (s)) with the possibility of outsourcing part of the services to the site of the incumbent.

The services relate to the implementation of an MCO (Maintenance in operational conditions ) evolutions and corrections of the ARD Excel applications of DPN and DIPDE, and of some applications (e-bis, for example) using different technologies(Local, SharePoint, Web, ...).

Identified local applications (Excel) cover several core areas of the DPN's core business, including: driving, automation / electricity, maintenance, radiation protection / security, testing, inventory / logistics, security, engineering, chemistry, environment, human resources. These Excel applications, sometimes prescriptive supports and classified ine of the IN26 and the DI64, they work for the most part like elaborate calculators (Visual Basic, use of macro, complex formulas ...) allowing to support these trades in their daily work. Consequently, a very reactive maintenance on these Excel applications is necessary in order to adapt to the fast evolutions of the trade, and in particular the rise of indices of prescriptifs whose applications are the media.

The services include several phases of realization: initialization, service of piloting, service of development and maintenance of applications Excel and other technologies, service news business, and reversibility.

Even if the technologies of development are shared (Excel VBA, Microsoft.NET, ...), the applications / tools of the DPNare nuclear-specific. It is therefore necessary to have specific skills to understand the needs of users of nuclear power plants (control room and control of power plants, chemistry, radiation protection, ...).

User support (Hot Line application level 1a 3) will be request. Users of nuclear sites or central services must have aul support whatever the tool uses (Excel, Web, Sharepoint, ...) and the domain of activity of the user.

The candidate must provide a declaration on the honor date and signed justifying that it n does not enter into any of the bidding cases referred to in Articles 45 and 48 of Order No 2015-899 of 23.7.2015 relating to public markets and in particular that it is in accordance withunder Articles L. 5212-1 to L. 5212-11 of the Labor Code concerning the employment of disabled workers. This declaration is to be produced by the individual candidates, by each member of a consortium and, where applicable, by the subcontractors present.

The candidate must provide the financial statements (balance sheets and profit and loss accounts) of the last 3 attesta exercises availableits financial sustainability

The candidate must meet the criteria of aptitude and limitations and provide all the elements requested in the Excel file available in the shopping portal (see section VI.3) of this notice to RFX_063126.

If, given the date of creation of his business, the candidate does not have all the information, he must submit justificationsEquivalents.

Candidates or each member of the applicant group must provide proof of compliance with these minimum conditions in the application form for participation in this opinion.

In case of absence of evidence, the application may be rejected.
