The subject of the contract includes construction and maintenance for the duration of the contract of a single communication amongbased on national MPLS and MAN networks in the country, which will provide information connectivity among all NHIF subdivisions / structures throughout the country, regardless of their location, and will provide guaranteed access to the Internet at the National Health Insurance Fund. the subject of the order will be made at the addresses of the Headquarters of NHIF and 28 RHIF and 67 offices according to address list and IP VPN appendixes, appendix No.2 to the procurement documentation

The subject of the contract includes the construction and maintenance during the term of the contract of a unified communication environment based on national MPLS and MAN networks in the country, which will provide information connectivity between all subdivisions / structures of NHIF on the territory of the country, regardless of their location, and will provide a guarantorinternet access to the NHIF

The execution of the order includes the following main activities:

1.1. Delivery of Internet capacity in NHIF Central Unit:

1.1.1. Bulgarian Internet Traffic - 500 Mbps

1.1.2. International Internet traffic - 100 Mbps

1.2. Providing a backup link between the Head of the NHIF and the communication center of the provider in Sofia and provision of a mechanism for temporary switchingwhen the main route is dropped

1.3. Build Virtual Private Network (VPN) between:

1.3.1. 26 RHIF and Head of NHIF with channel capacity according to Annex № 3 to this documentation

1.3.2. RHIF Sofia-city, RHIF Sofia-District and Head of the NHIF with channel capacity according to Annex № 3 to this documentation

1.4. Build Virtual Private Network (VPN) between:

1.4.1. 62-the office of the Regional Health Insurance Fund on the attached list and the Head Office of the National Health Insurance Fund with termination in the respective RHIF to which they are hierarchically obedient and with a capacity of 8 Mbps channels

1.4.2. 5 offices of RHIF Sofia-city in Sofia on the attached list and headquarters of the National Health Insurance Fund with termination in RHIF Sofia-city to which they are hierarchically obedient and with capacity of the channels of 10 Mbps

1.5. Providing independent channels for tax trafficwith capacities of 8 Mbps each for the needs of NHIF's integrated information system, these channels should be included in the virtual private network between 28 RHIF and the Head Office of the National Health Insurance Fund and should be part of the channel capacities referred to in item 1.3. up 1.6. Maintaining and configuring communication equipment in the NHIF and RHIF buildings, consisting of routers to LAN interfacesto the internal network of the respective subdivision in the NHIF structure according to Section V of Appendix 1 "Technical Requirements and Specifications"

1.7 Providing an online 24/7/365 observation and maintenance system of the NHIF

1.8. and commissioning of 2 (two) number of routing routers

All other activities on the subject of the order are detailed in the technicalRequirements and Specifications - Attachment No.1 to the Procurement Document

The Contracting Authority does not impose requirements as to the suitability of the participants to exercise professional activity

The Contracting Authority does not impose requirements regarding the economic and financial status of the participants

The bank guarantee should contain the obligation of the bank guarantor to-- cash amount transferred to a bank account of NHIF - BNB, head office, IBAN: BG80 BNBG 9661 3300 1100 03, BIC code of the BNB Central Bank: BNBGBGSD

- insurance policy for insurance, which ensures the performance by coverage by the insurer of the contractor's liability. The assignor should be named kthe third beneficiary of this insurance. The insurance should cover the contractor's liability and can not be used to secure the contractor's liability under another contract. When the selected contractor is a grouping that is not a legal entity, each of its members may be an ordering party to the bank guarantee, respectively the contributor of the guarantee amount or the holderr of insurance. When the guarantee is presented in the document, according to the type in which it is presented, the subject of the contract for which the guarantee is presented is expressly stated. The assignor shall release the performance guarantee without interest due for the period during which the funds have been legally staying with him. The terms and conditions under which the performance guarantee is withheld or releasedshall be settled with the contract concluded between the contracting authority and the contractor in the framework of the public procurement. The contract for the award of the public procurement contract shall not be concluded before the designated contractor presents a performance guarantee. The Contracting Authority shall remove from participation a participant, for whom there are other than the grounds under Art. 54, para. 1 of the Public Procurement Act, Art. 55, para. 1 and Art. 107 oas well as when it is established that the participant is a company registered in the jurisdiction with a preferential tax regime or is controlled by such a company or any of the members of the grouping is registered or controlled by a registered company person unless there is an exception under Art. . 4 of the Economic and Financial Relations Law with companies registered in jurisdictions with refirrecoverable tax regime, the persons controlled by them and their actual owners, as well as when the participant is a related person within the meaning of - 2, item 45 of the PP of the Public Procurement Act with another participant in the procedure.
