Casco Insurance Variants and Responsibilities of Aircraft in Air 28 28 The subject of a public contract is the conclusion of aviation insurance for 4 cars. aircraft - Airbus A-319-112, Falcon-2000, MI-8PS helicopter and MI-8T helicopter. Requirements for participants to engage in professional activity under Art. 60 of the Public Procurement Act. Participants must have:

1. For local insurers and insurers domiciled in a third country - a notarized copy of a valid insurance or insurance license for insurance and / or reinsurancehosted activity, validly issued by the order of the Insurance Code; For insurers domiciled in another Member State of the European Union or another country belonging to the European Economic Area:

2.1. Notary certified copy of a valid license or air insurance authorization issued by a competent authority in the country of origin for insurance and / orand reinsurance business; A notarized copy of received notifications under Art. 45 and Art. 46 of the Insurance Code (to carry out activity under the right of establishment or the freedom to provide services)

The circumstance is certified as Part IV, "Selection Criteria", Section A "Fitness", field "Entry in relevant professional register ", indicating informationconcerning the entry of the participant in the relevant professional and commercial register in which he is established, indicating whether the relevant documents are available in electronic format and the web address, authority or service issuing the registration document and the exact reference to the document: number, validity, date and issuer of a license / authorization certifying his / her right to insure- information on what kind of activity is licensed / registered, - a link for access to the relevant documents if they are accessible through a public free register, - the date from which the participant is entitled to performs insurance activity on the territory of the Republic of BULGARIA under the conditions of freedom to provide services under Art. 50 of the CCthe non-resident participants shall also indicate license / authorization data certifying their right to carry out insurance business under the subject matter of the contract under the law of the country in which they are established or refer to the statutory instrument and the relevant legal basis under which they are entitled to perform insurance activity on the territory of the Republic of Bulgaria, The open procedure may be attended by any Bulgarian or foreign natural or legal person or their groupings, which meets the requirements of Art. 10, para. 1 of the Public Procurement Act and the requirements of the contracting authority. The assignor removes from participation a participant for whom there are:

1. the grounds under Art. 54, para. 1, Art. 55, para. 1, item 1 of the Public Procurement Act; the conditions under Art. 107 of the Public Procurement Act; they are allArt. 3, item 8 of the Economic and Financial Relations Act with the companies registered in jurisdictions with preferential tax regime, the persons controlled by them and their actual owners (ЗИФОДРУПДРСЛ), unless for the participant in the present procedure the exceptions under Art. 4 of ZIFDFROUPPRSL; the circumstance under Art. 69 of the Anti-Corruption Actto withdraw illegally acquired property; a participant who, following a call from the contracting authority and within the period specified therein, does not extend the period of validity of his tender; a tenderer who has offered a price for the execution of the order higher than the estimated value of the present order determined by the assignor.

The Contracting Authority may not remove a participant for whom the grounds under Art. 54, para.-1 of the Public Procurement Act and Art. 55, para. 1, item 1 of the Public Procurement Act, under the conditions of Art. 56, para. 1 of the PPA and if the contracting authority considers that the measures taken by the participant are sufficient to guarantee its reliability

Tenders are evaluated according to the most economically advantageous tender, indicator: lowest price according to the following formula:

KOn = 80% BPn 20% Fn

1. Proposed insurance premium under the conditions set out in docthe public procurement mandate - AUP - 80%. Suggested minimum franchise by type of aircraft for "Casco" - Fn 20%.

Under the following sub-clauses:

2.1 Suggested franchise for Casco for Airbus A-319-112 (Cockpit) - 40%; 2.2. Suggested franchise for "Casco" for Falcon 2000 (Kcs.f.n) - 30%.

2.3 Suggested franchise for Casco for helicopter MI-8PS (Kcas.t.p.n.) - 15%.

2.4. Proposed FrAnchor for Casco for a helicopter MI-8T (Kcast.tvn) - 15%. This contract is for a period of 12 months and the estimated value is EUR 160 000. The total estimated value referred to in points II.1.5. II.2.6) at a rate of 240 000 for a period of 18 months, of which EUR 80 000 shall be provided for renewals under Article 21 (1) of the Public Procurement Act and, where appropriate, the Contracting Authority reserves the right to entrust a repeat of the serviceof the original contractor within the same scope for up to 6 months. The assignor reserves the right to renew the service by assigning a repeat activity to the same contractor for a period of not more than 6 months, in the event of circumstances referred to in contract / insurerpolicy without the need for its amendment. Presence and condition for renewal: The "renewal of the service" should be understood as the legal possibility for the contracting authority, but not the obligation to extend the term of the contract ..

The estimated value of the contract is determined according to the requirements of Article 21, para 1, from the Public Procurement Act and is formed on the basis of the paid insurerof the premium during the duration of the contract as well as the estimated value of the contracting authority's exercise of the right to renew the service for 6 months after expiry of the contract

The estimated value of the contract is estimated based on previous contracts of the contracting authority, including scheduled renewal
