The NV Deurganckdok lock(owner of the Kieldrecht lock) wishes to take out an insurance policy for the Kieldrecht lock against all fire risks, including machine breakdown, vessel impact, port blockage, trading loss, sabotage and terrorism.

The policy will be awarded through 2 procedures. The first procedure concerns the leading share. The second procedure is to supplement the co-insurance.

Current order forthe leading share contains a parcel with which the leading insurer will be designated. In a subsequent contract the co-insurance will be awarded to fill in the remaining capacity.

In total, the contract contains 4 lots, namely a leading parcel and 3 parcels for co-insurance.

The leading parcel includes 40% share of the intended policy. The parcels for the co-insurance will go into-disks are split up of 30%, 20% and 10%. The final share of an individual co-insurer will never be greater than that of the leading insurer. * * A declaration on honor that the tenderer:

- has not been convicted of participation in a criminal organization, bribery, fraud or money laundering,

- is not in a state of bankruptcy or liquidation, - no declaration of bankruptcy has been made or procedure of liquidation or judicial reorganization is pending against him,

- has not been convicted of a crime that affects the professional integrity, - in his professional practice no serious error has committed,

- in order is with the payment of social security contributions,

- is in order with the payment of taxes,

- themselvesnot guilty of making false statements when providing this information, - not employing illegally staying third-country nationals as referred to in the Act of 11-2-2013 establishing sanctions and measures for employers of illegally staying third-country nationals countries. * * In accordance with the Belgian public procurement regulations, the applica-the deciding authority, at every stage of the award procedure, the possibility of excluding the candidate / tenderer who has been convicted, by way of a final decision, of a criminal offense affecting his professional integrity. Criminal sanctionable environmental and social legislation can be considered to be a crimet affects professional integrity. The UEA, by which the tenderer declares that he meets the following selection criteria:
