Aircraft liability insurance related to the possession and use of aircraft - 4 pcs. helicopters covering the following risks: - liability towards third parties when performing flight tasks and all aviation activities, - liability to passengers, including the AVN clause74.

In the technical specification (Attachment No.1), all the minimum requirements of the contracting authority and the characteristics of the service are described in the tender documents and its appendixes 1.1 to 1.3.

The participant holds a license to carry out insurance activity on the territory of the Republic of BULGARIA, issued by the order of the Insurance Code for the respective type of settingthe license / authorization issued by the relevant competent authority of the home Member State of the insurer (as required by the Insurance Code) valid on the date of conclusion of the contract

When submitting the offer, participants must declare compliance with this criterion in the tenderEvidence of compliance with this criterion is a copy of a valid license to carry out insurance activity on the territory of the Republic of Bulgaria issued under the Insurance Code for the relevant type of insurance subject to the contract and for insurers from another Member State license / authorization issued by the relevant competent authority of the Member State of origin(according to the requirements of the Insurance Code) valid on the date of the conclusion of the public procurement contract

The Contracting Authority may require at all times from the participants and candidates to submit all or part of the documents proving the information, referred to in the EDEDDO, when it is necessary for the lawful conduct of the procedureunions, which are not legal persons, compliance with the selection criteria shall be demonstrated by the participating association and not by any of the persons included therein, except for the relevant registration, presentation of a certificate or other condition necessary for the performance of the contract, according to the requirements of a normative or administrative act and according to the distribution of the participation of the personsin the execution of the activities provided for in the contract establishing the grouping.

In case the participant will use subcontractors, the above selection criteria apply to the subcontractors according to the type and the share of the contract that they will perform, according to art. 66, para. 2 of the Public Procurement Act

Pursuant to Art. 6 of the Public Procurement Act before the conclusion of a public procurement contract, an assignment based on a framework agreement, the contracting entity shall require the tenderer to submit up-to-date documents certifying the lack of grounds for disqualification and compliance with the selection criteria set. Documents are also submitted to subcontractors, if any.

Not required. When signing the contract, the contractor, shall pay to the contracting authority a performance guarantee of 5% (five per cent) of the value of the contract excluding VAT, which serves to secure the performance of the contractor's obligations. Deadline for implementation of the OP (performance of the service): 12 months from 00:00 on 31.10.2018

3. 4. If the date, time or place for opening offers is changed, candidates orastras are notified via the buyer profile at least 48 hours before the new hour. The Contracting Authority shall remove from participation in the procedure: a) for which the circumstances under Art. 54, para. 1, Art. 55, para. 1, item 1 and Art. 107 of the Public Procurement Act;

b) whose proposal for fulfillment of the contract does not fulfill all the conditions of the technical specification (Appendix 1) to the public documentation(c) who has in any way included somewhere in his / her offer out of the envelope "Offered Price Parameters" elements related to the offered price and / or parts of it.

(d) for which the circumstances under Art. (E) for which the circumstances referred to in Article 3 (8) in connection with Article 4 of the Economic and Financial Relations Law with Companies Registered in the Courtspreferential tax arrangements, the persons controlled by them and their actual owners; (f) who has proposed a price for performance of the contract higher than the limited financial resource determined by the assignor; request from the assignor. According to Art. 47 of the VAT Act the provision of services under the conditions and by the order of the Insured Codehere are insurers and reinsurers exempt from VAT. The Contracting Authority shall require a grouping participant which is not a legal person to produce a copy of a document showing the legal basis for the formation of the pool and the following information in relation to this contract: the rights and obligations of the members of the grouping; allocation of responsibilitybetween members of the grouping; the activities that each member of the group will perform. The assignor assigns a limited financial resource to the estimated value of the order. When submitting a tender, the participant declares the absence of the grounds for removal and the compliance with the selection criteria in the enEEDOP of Annex 5. Information on the content of the offer andthe preparation of the necessary documents is contained in the documentation. In connection with Art. 116, para. 1, item 1 of the PPA, the contracting authority foresees the possibility and has the right to request amendment of the contract upon the occurrence of changes in the list of Annexes № 1, № 2 and № 3 to the technical specification.
