RTM automobile fleet civil liability insurance

- the purpose of this insurance market is to guarantee the financial consequences of the civil liability of the insured in all the cases where it could be engaged, on the occasion of the circulation of its land motor vehicles;

- RTM automobile fleet civil liability insurance. This is a procedure with negotiation in application of articles L. 2124-3, R. 2124-4, R. 2161-21 and R. 2161-22 of the public procurement code;

- this public contract is an ordinary market;

- the effective date of the contract is scheduled for 1.1.2021 at 00:00;

- this contract is establishedli for a period of five years.

- applications will not be accepted which are not admissible in application of articles L. 2141-1 to L. 2141-6 and in application of articles R. 2142-1, R. 2143 -3, R. 2142-3, R. 2142-4 and R. 2143-16 of the public procurement code, or which do not present sufficient technical, professional and financial guarantees with regard to articles R. 2142-6 a R. 2142-14 of the code and having regard to the content of the documents requested under article R. 2143-11 of the code;

- with regard to insurance companies, it will be verified that they appear on the official list of insurance companies that can exercise their activities in France, in accordance with articles L. 321-1, L. 321-7 and L. 321-9, L. 362-1 and L. 362-2 of the Insurance Code. It is rapponce again that under the penalty of inadmissibility, the same insurer may not stand as a candidate with several insurance intermediaries and the same intermediary may not represent several insurers (circular of 24.12.2007 relating to the award of public contracts for `insurance);

- candidates submit in support of their application:

1) the letter of application as well as the declarationtion of the candidate (insurer copy and intermediate copy of insurance, if necessary) whose models established by RTM are available and downloadable free of charge on the website www.achatpublic.com - or the DC1 form (available at the following address: http: //www.economie.gouv.fr/daj/formulairesdeclaration-candidatdc1-dc2-dc3-dc4) or any other document containing all the informations required;

- it is reminded that the ESPD is accepted.

For the insurer and for the insurance intermediary if necessary: the turnover of the last closed financial year and the total workforce over the last closed financial year.

A) In application of articles R. 2132-7 to R. 2132-11 of the public procurement code, the RTM imposes the transmission of applications and offers (in the later phase) by voie electronic: applications containing all the documents mentioned in paragraphs III.1.1) to III.1.4) included in this notice, must therefore be transmitted in electronic form on the site www.achatpublic.com (bidders may to authenticate on the site and in particular to indicate an electronic email address allowing in a certain way an electronic correspondenceespecially includes any additions, clarifications or corrections). In accordance with article R. 2132-11 of the code, companies can send a backup copy of their folds delivered electronically under the conditions provided for by the decree of 22.3.2019;

B) to award the contract to the candidate who has presented the most economically advantageous offer, the public body mergese on the weighted criteria as follows:

- weighted price at 66%: the price analyzed by simulation of the final premium due by the RTM, for the last financial year whose figures (kilometers and bus validations) will be known at the time of calculation simulation, taking into account the proposed lump sum premium, by integrating the insurance of two additional company vehicles (i.e. seven attotal). It is specified, concerning the response in alternative solution, integrating a conservation, that the encryption will take into account the FGA tax charged to RTM. The offers in basic solution and in variant will be the subject of a global classification. The least expensive premium for RTM obtaining, on the price criterion, the best score;

- technical quality weighted at 34% analyzed with regard to bothfollowing technical sub-criteria, weighted and representing 100% of the technical value, namely: .. To the clauses introduced by the candidate taking into account their impact on the market, both in economic terms and with regard to the quality of the coverage proposed, in relation to the need expressed by the RTM in its specifications (appendix 2 to the CCP) (70%). To the answers provided by the candidat in annex 3 to the CCP, concerning claims management (30%);

C) RTM negotiates with candidates who have submitted an appropriate offer under strict conditions of equality, taking into account the criteria mentioned above and the provisions of the specifications.
